San Joaquin Valley <br /> Air Pollution Control District 4,01/ r <br /> 000 <br /> C, <br /> October 31, 2000 <br /> Tina Wehrmeister <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: SA-00-60 <br /> Dear Ms Wehrmeister: <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the proposed <br /> project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air duality. However, the construction phase of this <br /> project can generate emission from the movement of soil, use of heavy equipment, bulk <br /> materials handling, asphalt paving and other related activities. As a result, this project <br /> is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of <br /> Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into <br /> the ambient air from man-made sources. The attached Synopsis highlights many of the <br /> requirements contained within Regulation VI 11. The Synopsis is not meant to be all- <br /> inclusive, but it can be a useful compliance aid in the field and office alike. <br /> In addition, one of the issues that will arise in conjunction with any proposed demolition <br /> of buildings in the project area is compliance with the National Emission Standards for <br /> Hazardous Air Pollutants (NESHAPS). Specifically, the primary air pollutant of concern <br /> is asbestos. To ascertain whether this project is subject to NESHAPS, the project <br /> applicant is advised to review the enclosed Asbestos -Compliance Assistance Bulletin, <br /> dated December 1994.
