f3k: <br /> San Joaquin Valley <br /> Unified Air Pollution Control District <br /> August 11, 1998 <br /> Chandler Martin AUG 3 1998 <br /> San Joaquin County <br /> Community Development Department Commu»i y` Ceveiopmert cepi. <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: SITE APPROVAL TO ESTABLISH AN OFFICE AND WAREHOUSE FOR <br /> A CONCRETE CONTRACTOR WITH OPEN STORAGE OF <br /> RECREATIONAL VEHICLES (SA-98-50) <br /> Dear Mr. Martin: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> above referenced project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10(fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. Therefore, a negative declaration is <br /> appropriate from an air quality perspective. However, driving on unpaved parking areas <br /> can generate fugitive dust emissions. The District recommends that the project <br /> applicant manage the project area in such a way as to avoid excess dust emissions that <br /> could potentially affect downwind sensitive receptors. <br /> In addition, the construction phase of this project can generate emission from the <br /> movement of soil, use of heavy equipment, bulk materials handling, asphalt paving and <br /> other related activities. As a result, this project is subject to District Regulation Vill <br /> (Fugitive Dust Prohibitions). The purpose of Regulation Vlll is to reduce the amount of <br /> fine particulate matter (PM-10) entrained into the ambient air from man-made sources. <br /> The attached Synopsis highlights many of the requirements contained within Regulation <br /> VIII. The Synopsis is not meant to be all-inclusive, but it can be a useful compliance aid <br /> in the field and office alike. <br /> David L.
