n n According to the San Joaquin County Community Development Department (www.co.san-joaquin.ca.us), the subject property is zoned AL-5, limited agriculture with a minimum parcel size of five acres. This zoning designation "is intended to recognize and preserve areas that contain existing concentrations of small-scale agricultural operations and dwellings." Past Uses of the Site Per conversation with Mr. Culbertson, the Site was formerly a dairy farm. Based on aerial photographs available through the San Joaquin County District Viewer, it appears that vineyard was planted on the Site between 1998 and 2000. Existing and Proposed-Sep -tic Tank Usag e Existing Septic System Two septic systems exist on the Site, one for each of the residences. Both systems utilize leach lines and seepage pits. Proposed Septic System According to the proposed site plan, the renovated agricultural building will utilize a new septic system for a small restroom. On-Site Septic Permit History JTwo septic system installation permits were found for the on-site residences during file review at the San Joaquin County Environmental Health Department. In June 1997 a new system was installed at the 3-bedroom southern residence. The new system utilizes a 1,200-gallon tank, three 40-foot leach lines, and three 36-inch diameter by 25- foot deep sumps. In 1999, a new system was installed at a 4-bedroom manufactured home. The second system may utilize a 1,000-gallon tank, two 604bot leach lines, and four 3.5-foot diameter by 25-foot deep seepage pits; the text of the permit conflicts with the attached drawing of the system. No permits for water wells or septic system repairs were identified for the Site. All permits for the property are attached in Appendix 4. JExisting Septic Tank Usage in the Vicinity To determine the existing septic system usage in the area, our office counted septic systems that exist approximately one square mile surrounding the property. Air photo imagery from GoogleEarthTM was used. Each building cluster on the photo was assumed to have one septic system. Using this method, we determined that there is a minimum of 50 septic systems per square mile in the immediate vicinity of the Site. LOC E0915 Page 2
