I. INTRODUCTION <br /> This report issues my findings regarding the Nitrate Loading Study and Soil Suitability Study <br /> completed for the existing Rossetti's Grocery Store in Escalon, California. These studies were <br /> requested by Unit II of the San Joaquin County Environmental Health Department (EHD) and <br /> comply with the San Joaquin County Development Title, specifically Section 9-1105.2(d). Mr. Joe <br /> Da Silva and his son Rick Da Silva are in the process of purchasing Rossetti's Grocery Store from <br /> the present owners. Mr. Da Silva has not submitted a formal Application for changes to the <br /> operation and zoning of this facility until the purchase is finalized. Current zoning is AG-40. They <br /> would like to apply for a zoning change to commercial, which may take place under a General Plan <br /> Amendment/Re-Zone, or when the new General Plan is implemented. This is anticipated to be <br /> within the next.few years. Mr. Da Silva is proposing to operate a Deli/Kitchen within the grocery <br /> store if all County requirements can be satisfied. Consequently, EHD Unit E has requested these <br /> Studies as preliminary information before the formal Application is submitted. The Site Plan and <br /> associated civil engineering information will be submitted if all requirements are approved. <br /> Since the City of Escalon sewer and water have not expanded to the subject property, existing and new <br /> improvements will operate with the on-site domestic well and on-site wastewater disposal system. It is <br /> presently unknown when City of Escalon utilities are expected to serve the property, although this will <br /> not occur for several years, if not decades. A new on-site domestic wastewater disposal system may be <br /> imposed by EHD if the grocery store Beds with plans for a Deli/Kitchen operation. <br /> SSs§ 1.2. The total Parcel area s1.95 res. The project site is north of the city limits of <br /> Esc)alon, in the northwest corner of�sc on Bellota Road and Lone Tree Roads. Current land use <br /> of the property consists of the Rossetti Grocery Store, a small apartment directly north of the <br /> Grocery Store, the existing domestic well west of this apartment, a single family residential <br /> structure with a swimming pool, a detached garage, and the remaining area as open land. This land <br /> use is illustrated on the San Joaquin Parcel Viewer Map. The open area provides ample room for a <br /> new septic system. All three�structures contain a total of four bathrooms two in the grocery store, <br /> one in'the apartment and one"di the residential stricture. <br /> The purpose of these Stu i-es_v to collect the following information to fulfill EHD requests and <br /> rl' g . Q <br /> requirements and discuss septic system operational parameters to facilitate the transfer of <br /> information to EHD: - <br /> • To: 1.)Analyze the capacity of the indigenous soils underlying a potential new disposal area to <br /> accept anticipated wastewater flows, 2.)Assess the characteristics of the soil to mitigate nitrate <br /> impact, and 3.) Discuss operational parameters to achieve the two goals of proper wastewater <br /> management and nitrate loading mitigation for the proposed leachficld disposal area. This was t <br /> accomplished by the referenced testing,physical/chemical analyses and operational parameters <br /> incorporated into the wastewater disposal system. <br /> • Conduct soil physical and chemical testing for determination of the following: Physical testing <br /> included percolation testing and particle size analysis of the soil characteristics underlying the <br /> effluent disposal area.
