The Environmental Health Department requires a soil suitability/nitrate loading study incorporating proposed staff and customer use, indicating that the area is suitable for septic tank usage. This must be performed prior to issuance of building permit(s) (San Joaquin County Development Title, Section 9-1105.2(d)). A nitrate loading study is required, and a review fee of$465.00 must be paid at time of submittal to the Environmental Health Department. The sewage disposal system shall comply with the on site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal E system is required for each parcel. A permit fee of$93.00 per percolation hole is required. B. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP) and nitrates prior to issuance of building permit(s). Samples are to be taken and analyzed by a State-approved laboratory (San Joaquin County Development Title, Section 9- 1115.7). C. Construction of individual sewage-disposal-systems) under permit and inspection by the Environmental Health Department is required at the time of development based on the Soil Suitability/Nitrate Loading Study findings (San Joaquin County Development Title, Section 9-1110.3 & 9-1110.4). D. Applicant is to prepare a manure management plan outlining the handling of all bird(s) wastes and incorporating vector control measures. A $186.00 plan check fee is required at time of submittal, per the Porter-Cologne Water Quality Act, Chapter 4, Section 13260- 13263. E. All liquid and solid vector wastes and vector problems associated with this poultry operation are to be retained on the premises, so as not to cause a nuisance or a health problem (Porter- Cologne Water Quality Control Act, Chapter 4, Article 4, Section 13260-13263). Any complaints that are verified against this site will be charged the Environmental Health Department hourly rate of$93.00 for response and correction as per Board of Supervisors i Resolution B-92-1591.
