Escalon Bellotta Road (APN 187-130-10 & 06), Farmington <br /> Dear Sirs: <br /> Thank you for meeting with Supervisor Vogel and representatives from our staff on November 26, <br /> 2007, regarding the Site Approval application (PA-0600171) for your proposed project at the <br /> above referenced property. The meeting was arranged by Supervisor Vogel to discuss the <br /> reasons why the Environmental Health Department (EHD) has not been able to approve the <br /> project and to explore alternative solutions. The meeting was also attended by Mr. Joe Spano of <br /> the California Department of Public Health, Division of Drinking Water and Environmental <br /> Management(DDWEM). <br /> As explained by Ms. Heran, EHD Director, and her staff, the project has not been approved, <br /> because the Farmington Water Company currently cannot provide your property and the <br /> proposed use, with a reliable source of potable water meeting the quantity and quality standards <br /> of the California Safe Drinking Water Act. Although the Farmington Water Company has applied <br /> for and meets criteria for State Revolving Fund (SRF) monies for replacement wells and <br /> distribution system improvements, it is not certain when the improvements will be in place. Mr. <br /> Spano commented on the SRF process and possible time frames for funding of the water system <br /> improvements. <br /> At the meeting, it was determined that the most viable alternative would be to install a temporary <br /> public water system well on the project property. Since the well would be serving at least 25 or <br /> more individuals at least 60 days out of the year, it would meet.the definition of a Transient <br /> Noncommunity Public Water System (TNCWS). The location (relative to separation distances <br /> from septic systems, storm ponds and underground fuel tanks) and construction of the well must <br /> comply with the San Joaquin County Well Standards and the Water Well Standards of the State <br /> of California, contained in Bulletin 74-81. The well must meet the bacteriological and chemical <br /> water quality standards of the California Safe Drinking Water Act for a TNCWS. A permit to <br /> operate the Public Water System, issued by the EHD, would be required prior to operation. <br /> The EHD agreed to provide you with the application requirements for a permit to operate a <br /> TNCWS, water quality testing requirements, set back or separation distance requirements for <br /> placement of the well, and copies of any septic system permits in our file for nearby properties. <br /> Enclosed are the TNCWS permit application forms, the set back requirements for placement of <br /> the well, copies of septic system permits for nearby properties, and a map showing the <br /> approximate location of the septic tanks, leach lines and seepage pits on the nearby properties, <br /> as drawn on the permit maps. <br /> SANGUINETTI INVESTMENTS LLCLC <br />
