r ,Analysls" <br /> Background <br /> On August 24, 1967,:the Board of Supervisors amended Uniform Zoning Ordinance No. 850 by reclassifying <br /> the project site from I=A (interim Agriculture)to I-PA(Interim Protected Agriculture). <br /> On December 2, 1982, the Board of Supervisors adopted Ordinance No. 2991, reclassifying a portion of the <br /> project site from I-PAXInterirn Protected Agriculture)to C-RC (Commercial Rural-Center).' <br /> In July 1992 as part of,the Countywide General Plan update, the Board of Superylsors replaced the <br /> designation of CIRC (Commercial Rural Center)with CIRS (Commercial Rural Service). .A portion of the <br /> parcel was then changed from CIRC to CIRS. The zoning was changed from C-RC to C-RS. <br /> The remainder of the parcel's General Plan designation was changed from IIPA(Interim Protected <br /> Agriculture) to RIR (Rural Residential), and the zoning was changed from I-PA to R-R (Rural Residential). <br /> The proposed project site has a history of a gas station with a business license dating back to 1980,with the <br /> last recorded business license in 1997.The site also contained a single family residence. The gas station <br /> and residence have since been removed from the site, and the parcel is vacant. <br /> Underlying Project <br /> A Site Approval application was previously submitted for a gas station and mini market(Use Type-Gasoline <br /> Sales-Combination). Because the proposed project is not a permitted use in the R-R (Rural Residential) <br /> zone, that project is on hold pending approval of this application. <br /> General Plan Amendment <br /> In order to approve the General Plan Amendment, the Board of Supervisors will have to determine that the <br /> internal consistency of.the General Plan is maintained in adoption of the proposed General Plan Map <br /> Amendment. The proposed change must be consistent with all of the various General Plan goals, policies, <br /> objectives, and implementation measures. <br /> Development and Locational Criteria (General Plan Volume 1 pg.IV-25) <br /> 1. Rural Service Commercial areas shall be permitted only in rural communities; <br /> • The propose project is located in the unincorporated rural community of Farmington. <br /> 2. Rural Service Commercial shall serve the entire rural community; <br /> • This is an expansion of the existing C-RS (Commercial Rural Service) area that will serve <br /> the entire rural community. <br /> 3.
