Analysis <br /> Back round <br /> This site is fully developed with a single family residence, several detached structures, 12-car parking lot, <br /> and numerous statuary and fountains. The residence is occupied by Cambodian Buddhist monks who <br /> worship each weekend and have a yearly Special Event each April. The new temple would be constructed <br /> at the rear of the existing lawn area. <br /> Farm Bureau <br /> The Community Development Department sent a referral to the Farm Bureau on January 21, 2011. The <br /> Farm Bureau responded in a memo dated March 31, 2011. The memo states, "The San Joaquin Farm <br /> Bureau opposes this application for a Regional Religious Assembly in the Agricultural Zone. We are <br /> concerned with the placement and magnitude of these types of multi-use pubic facilities in areas near and or <br /> adjacent to active agricultural production." The memo also states, "We believe such public facilities do not <br /> aid in the production or processing of agricultural goods and services and that alternative land use zones <br /> exist for such establishments that do not place a burden on agricultural production." <br /> This project falls under the Religious Assembly-Neighborhood Use Type. This Use Type may be <br /> conditionally permitted in the AG-40 zone with an approved Use Permit. This project will meet all ordinance <br /> requirements and conditions of approval. <br /> Sheriff's Department <br /> The Community Development Department sent a referral to the Sheriff's Department on January 21, 2011. <br /> The Sheriff's Department responded in an email dated March 31, 2011. The Sheriff's Department asked that <br /> the following conditions regarding the new year celebration in April be added to the permit <br /> 1) Amplified soundsimusic small not exceed 65dB in accordance with the county ordinance No <br /> amplified music between the hours of 10:00 p.rn, and 9-00 a.m. <br /> 2) Multiple clay outdoor events must not exceed four continuous days in duration. <br /> 3) All parking must be contained within the property boundaries and shall not utilize the shoulder of the <br /> public roadway for overflow parking <br /> 4) San Joaquin Sheriffs office shall be notified of any events with an expected attendance of 500 or <br /> more, 30 days in advance of the event. A security plan must accompany said notifications. <br /> These conditions are the same conditions that the Sheriff's Department places on the Special Events that <br /> are held at this location. Since a Special Event permit would not be required for these events once the Use <br /> Permit is approved, the Community Development Department has determined that these conditions are <br /> reasonable and would ensure that this project is compatible with existing surrounding uses_ <br /> Council of Governments <br /> San Joaquin County is a signatory to the San Joaquin County Multi-Species Habitat Conservation and <br /> Open Space Plan (SJMSCP). Participation In the plan satisfies requirements of both the state and federal <br /> endangered species acts, and ensures that the impacts are mitigated below a level of significance in <br /> compliance with the California Environmental Quality Act. Although participation in the SJMSCP is <br /> voluntary. if the applicant chooses not to participate, the applicant will be required to provide alternative <br /> San Joaquin County PA-10002701Nhorn <br /> Community Development Page 3 <br />
