Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit No. PA-1000270 with the Findings and Conditions of Approval contained in <br /> the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan; <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This Finding can be made because the establishment, maintenance and operation of a <br /> religious assembly facility do not conflict with the General Plan. The use proposed in <br /> application PA1000270 is consistent with the General Agriculture (AIG) General Plan <br /> designation,which in turn is permitted in the General Agriculture, 40-minimum (AG-40) <br /> zone. There are no applicable Master Plans, Specific Plans, or Special Purpose Plans in <br /> the vicinity. <br /> 2. Adequate utilities, roadway improvernents, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This Finding can be made because adequate utilities, access roads, sanitation, drainage <br /> and other necessary facilities will be provided and the proposed improvements are <br /> properly related to existing and proposed streets and highways. This project does not <br /> need public sewer, water, or storm drainage. The project will use a private septic system <br /> and an individual well. Any additional storm water drainage will be contained on site. <br /> 3 I he site is physically suitable for the type of development and for Vie intensity of development. <br /> • This Finding can be made because the property involved is of adequate size and shape to <br /> accommodate the proposed temple and assembly hall and all yards, building coverage, <br /> setbacks, parking areas and other requirements of this Title. <br /> d Issuance of the permit will riot be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This Finding can be made because an Initial Study prepared for this project found no <br /> potentially significant environmental impacts that could not be mitigated to a level of less <br /> than significant. <br /> 5 The use is compatible with adjoining land uses. <br /> • This Finding can be made because with the Conditions of Approval the proposed use will <br /> not interfere with or alter the current commercial and residential uses on adjacent <br /> properties. <br /> San Joaquin County PA-1000270\Nhorn <br /> Community Development Page 5 <br />
