Analysis <br /> Communications Services <br /> The site plan indicates that the tower will be 149-feet tall and of a lattice-type construction. The nearest <br /> residence on an adjoining property is 150 feet. <br /> The 149-foot tower complies with the Development Title Section 9-1065.4[d] that requires ':new <br /> freestanding support structures to be located a distance equal to at least the height of the said structure <br /> from residential structures on adjoining properties " <br /> Development Title Section 9-1065.4[x] states that "unless shown to not be feasible by the applicant, any <br /> new freestanding support structure for wireless telecommunication shall be a monopole" and <br /> Development Title Section 9-1065.4[b] states that 'new freestanding support structures shall be the <br /> minimum height required for wireless telecommunication." <br /> The applicant states that a monopole is not feasible because the antennas that are required for the public <br /> safety system are between three feet and six feet wide and therefore are too heavy for a monopole. A <br /> monopole would not withstand the wind shear for the number and size of antennas that are needed at this <br /> site. The location, type, and height of the tower were determined by an engineering report that identified this <br /> location with a high number of dropped radio communications. Therefore, the Community Development <br /> Department has determined that a monopole is not feasible and that the 149-foot tall lattice tower is <br /> appropriate. <br /> Airport <br /> The project site is over one mile from the end of RLMNay 12 of the Lodi Airport. The Council of Governments <br /> rind the Department of Transportation, Division of Aeronautics, tivere sent referrals on April 14, 2011 The <br /> Division caf AerOrIautics responCted 111E a memo c Mecr April 20. 2011_ The memo states that the project. <br /> must not result in hazards to flight, such as obstructions to the navigable airspace (i.e. Federal <br /> Aviation Regulations Part 77 defined primary, approach and transitional surfaces) required for flight <br /> to, from, and around an airport or electronic hazards that may interfere with aircraft instruments or <br /> radio communications." <br /> The memo also states that the <br /> California Public Utilities Code Section 21659 prohibits structural hazards on or near airports. Due <br /> to its proximity to the airport runways, the proposal will require submission of a Notice of Proposed <br /> Construction or Alteration (Form 7460-1) to the Federal Aviation Administration (FAA) in <br /> accordance with Federal Aviation Regulation, Part 77 `Objects Affecting Navigable Airspace."' <br /> This is a standard condition for structures built near airports. This project will meet the requirements of <br /> Public Utilities Code Section 21659 and the applicant will submit a Notice of Proposed Construction or <br /> Alteration to the FAA. In addition, the Community Development Department is recommending Condition of <br /> Approval 1(g)(1) which states, "A red light shall be placed at or near the top of the tower" and Condition of <br /> Approval 1(g)(2) which states: "The light shall conform to all lighting standards required by the Federal <br /> Aviation Administration." <br /> San Joaquin County PA-11000591Wood bridge Fire District <br /> Community Devefopment Page 3 <br />
