Analysis
Background
An off, premises sign may be conditionally permittedin'the C-C'zone with an approved Site Approval. The
sign is located in the community of Lockeford.'The community of Lockeford has been recognized as having.
statewide historical significance by-he State of California. The Site Approval was referred tb'the Planning
Commission due to opposition within the Lockeford community and.issues regarding Generaf'Plan
consistency.
Scenic Corridor
While the proposed project meets the Development Title Requirements for off-premises signs, the.project
is inconsistent with the policies of the General Plan. General Plan Volume 1, Figure VI-2, designates a
portion of State Route Highway 88, from Jack Tone Road to the eastern end of-San Joaquin County as a
scenic route. General Plan Volume I, Policies 12 and 13, pg. VI-5, states, "The County should recognize
the roads in Figure VI-2 as scenic, routes and as valuable in enhancing the recreational experience for
County residents and non-residents. Development proposals along scenic routes shall not detract-from
the visual and recreational experience."
The proposed sign is located on a designated scenic route on State Route Highway 88, 1,900 feet east of
Jack Tone Road. The proposed project is also located within the historic community of Lockeford. The
Community Development Department is recommending denial of the project because an off-premises
sign will detract from the visual experience of a scenic route within a historic community and therefore is
not consistent with the General Plan Policy 13.
Opposition
The Community Development Department has received three letters of opposition from the following
agencies: Lockeford Municipal Advisory Council, Clements Lockeford Chamber of Commerce, and the
Lockeford Historical Society. A letter was also received from Locke Ranch Orchards. The concern
expressed by the opposition is that the sign would visually detract from the historical nature of Lockeford's
downtown community.
Findings
Site Approval applications must meet five findings in order to be approved. Findings No's. 1 and 5 cannot
be made in the affirmative.
Finding No. 1 states"the proposed use is consistent with the goals, policies, standards, and maps of the
General Plan, any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other
applicable plan adopted by the County."
• This Finding cannot be made because the proposed project is located along a scenic route
as shown on General Plan Volume I Figure VI-2 map (General Plan Volume I, p.VI-f>).
General Plan Open Space Policy 13 (Volume I, p. VI-5) states that"development proposals
along scenic routes shall not detract from the recreational and visual experience."The
f
establishment, maintenance and operation of an off-premises sign along a scenic route is
inconsistent with the policies of the General Plan.
San Joaquin County PA-0700484/CBS Outdoor
Community Development Page 3
