Deny Site'Approval Application No. PA-0700484 due to the inability to make Flndings 1.and 5 <br /> as contained in the staff.report. <br /> Findings <br /> 1. The proposed use is consistent with the.goals, policies,.standards, and maps of the General Plan,. <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This Finding.cannot be.made because the proposed project is located:along a scenic route <br /> as shown on General Plan Volume i Figure VI-2.map (General Plan Volume 1, P.Wrlsy. <br /> General Plan Open Space Policy 13 (Volume 1, p.VI-S)states that"development proposals <br /> along scenic routes shall not detract from the recreational and visual experience."The <br /> establishment, maintenance and operation of an off-premises sign along a scenic route is <br /> inconsistent with the policies of the General Plan. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This Finding can be made because adequate utilities, access roads, sanitation,drainage <br /> and other necessary facilities have been provided and the proposed improvements are <br /> properly related to existing and proposed roadways. An off-premise sign will not require <br /> any additional facilities. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This Finding can be made because 0.29 acres is of adequate size and shape to <br /> accommodate the proposed use and all yards, building coverage, setbacks, parking areas <br /> and other requirements of the Development Title. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This Finding can be made because an off-premise sign does not impose any detrimental <br /> impact to the public health, safety, or welfare or be injurious to the property or <br /> improvements of adjacent properties. <br /> 5. The use is compatible with adjoining land uses. <br /> • This Finding cannot be made because the adjacent roadway is designated as a scenic <br /> route, and the community of Locke€ord is recognized as having statewide historical <br /> significance by the State of California. An off-premises sign located within a scenic route <br /> and the historic community of Lockeford detracts from the intended visual and <br /> recreational experience pursuant to General Plan Open Space Policy 13 (Volume 1, p.VI-5). <br /> San Joaquin County PA-0700484/CBS Outdoor <br /> Community Development Page 5 �•i� <br />
