The project also includes the paving of a parking lot on a separate parcel. The project site is located on the southwest comer of State Route(SR)88 and Tully Road in Lockeford. Caltrans has the following comments: 1. Traffic Impact fees should be collected for any future improvements at SR 88/N.Tully Road/ Elliot Road intersection. 2. The project also proposes an AC paved parking lot on a separate parcel (south side of SR 88 and approximately 50 feet east of SR 881N.Tully Road/Elliot Road signalized intersection) with a 12-foot wide one-way in driveway on SR 88. It should be noted that this proposed parking lot parcel is within the boundary of 50-foot storage length, which is a part of the existing left-tum lane with unlimited storage on westbound SR 88. This 50-foot storage length is treated as a deceleration lane for vehicles safely enter the left-tum lane. Any vehicle stops within this 50-foot storage length,to make a left turn movement onto the proposed driveway, potentially creates a conflict/safety issue. Since it will block the westbound SR 88 traffic from decelerating and entering the westbound left-tum lane. It is suggested that the proposed driveway needs to be relocated to the east of parking parcel as far as possible,where a vehicle will wait/stop within the two-way left-tum lane for a lef-tum onto the one-way driveway on SR 88. The boundary (besides the driveway) between the parking lot and SR 88 needs to be fenced or curb-raised in order to prevent outbound movements.
