CONDITIONS OF APPROVAL <br /> PA-1900116 <br /> SEMAS FAMILY/JONES <br /> Entertainment Permit Application No. PA-1900116 was approved by the Community <br /> Development Department on September 9, 2019. The effective date of approval is September <br /> 19, 2019. This approval will expire on March 20, 2021, which is 18 months from the effective <br /> date of approval, unless (1) all Conditions of Approval have been complied with, (2) all <br /> necessary building permits have been issued and remain in force, and (3) all necessary <br /> permits from other agencies have been issued and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements shall be <br /> fulfilled prior to the establishment of the use and the issuance of any building permits. Those <br /> Conditions followed by a Section Number have been identified as ordinance requirements <br /> pertinent to this application. Ordinance requirements cannot be modified, and other <br /> ordinance requirements may apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Contact: 209- 468-3121) <br /> a) IMPROVEMENT PLAN: APPLICATION-IMPROVEMENT PLAN". The Site Plan required <br /> as a part of the improvement plan must be prepared by a registered civil engineer or licensed <br /> architect. This Plan must show drainage, driveway access details including gates, on-site <br /> parking, landscaping; signs, existing and proposed utility services, and grading (refer to the <br /> "SITE PLAN CHECK LIST" for details). A fee is required for the Site Plan review. <br /> (Development Title Section 9-884) <br /> b) APPROVED USE: This approval is for an Entertainment Permit to permit dancing in a <br /> permitted and existing bar establishment. A jukebox will provide the music. The operating <br /> hours of the establishment are 6:00 a.m. to 2:00 a.m. daily, with three (3) shifts per day. <br /> The applicant estimates twenty-five (25) customers per shift, ten (10) vehicles per shift, <br /> and a maximum of thirty (30) patrons at any one time. The existing bar establishment <br /> utilizes CCTV and ten (10) cameras for security purposes. The existing bar establishment <br /> has access to fifteen (15) parking spaces. Access is from State Route 88 Highway. The <br /> property receives water and sewer service from the Lockeford Community Service District. <br /> This parcel is not under a Williamson Act Contract. <br /> c) HOURS OF OPERATION: All entertainment establishments shall be closed and all <br /> patrons shall vacate the premises between 2:00 a.m. and 6:00 a.m., except that as part <br /> of a New Year celebration, entertainment establishments may remain open until 3:00 a.m. <br /> on January 1 st. (Development Title Section 9-1085.8 [a]) <br /> d) HOURS OF OPERATION (RESPONSIBLE PERSON): A Responsible Person must be <br /> present in the entertainment establishment during all hours that the entertainment <br /> establishment is open and offering entertainment. (Development Title Section 9-1085.8 <br /> [c]) <br /> e) NOISE ABATEMENT: Outdoor establishments shall comply with the requirements of <br /> section 9-1025.9. <br /> f) ORDERLY DISPERSAL REQUIRED: Each Responsible Person shall use reasonable <br /> PA-1900116 (EP) Conditions of Approval 1 <br />
