`J <br /> Analysis <br /> y <br />� Backg_rountl <br /> On July 27, 1993, the Board of Supervisors approved General'Pl.a Amendment opphcation No. . <br /> GP 93-02 to change'the General P.fan designation of.18.95 acres from A/G.(Genera[ Agriculture) <br /> to R/L (Low Density Residential) .On the same date, the Board of Supervisors 666r6ved Zone <br /> R (G <br /> eclassification application No. ZR-93=02 to change the zoning from AG-40 eneral Agriculture- <br /> 40 acre minimuffi) to AO-2O (Agriculture Urban Reserve- 20 acre minimum). 'The parcel has, <br /> since remained undeveloped. <br /> Geheral.Plan <br /> The.parcels involved in the;.Zone Reclassification application are APN # 019-110=12 and -25 and <br /> have a General Plan designation of R/L (Low.Density Residential). The current zoning on the <br /> parcels is AU-20 (Agriculture Urban Reserve)which is a zone that is intended to retain in agriculture <br /> those areas planned for future urban development in order to facilitate compact, orderly urban <br /> development.and to assure the proper timing and economical provision of services and utilities. <br /> The current General Plan 2010 was adopted in July, 1992, at which time the General Plan <br /> designation for the project site was shown as AIG (General Agriculture). General Plan Volume I, <br /> Table VII-2 lists the R-L zone as an implementing zone of the R/L General Plan designation. <br /> Infrastructure Requirements <br /> General Plan Volume ,[, pg. IV-103 states that new development in urban areas shall have, at a <br /> minimum, access to a public wastewater system. The applicant has submitted a conditional "will <br /> serve" letter for sewer services from the Lockeford Community Services District for the underlying <br /> Major Subdivision application. <br /> General Plan Volume I, pg. IV-105 states that new development in urban areas shall have, at a <br /> minimum, access to a public water system. The applicant has submitted a conditional "will serve" <br /> letter for water services from the Lockeford Community Services District for the underlying Major <br /> Subdivision application. <br /> General Plan Volume I, pg. IV-109 states that new development in urban areas shall have, at a <br /> minimum, access to a public drainage system with terminal drainage unless a Master <br /> Drainage/Special.Purpose Plan permits retention ponds. The applicant has submitted a conditional <br /> "will serve" letter for storm drainage services from the Lockeford Community Services District for the <br /> underlying Major Subdivision application. <br /> Zone Reclassification <br /> In order to approve a Zone Reclassification, the Board of Supervisors must determine that the <br /> proposed zone is consistent with the General Plan, any applicable Master Plan, and any applicable <br /> Specific Plan; and that the zone is reasonable and beneficial at the time. The General flan <br /> designations for the parcels-involved in the application are R/L. General Plan Volume I, Table VII-2 <br /> states that the R-L zone is a consistent implementing zone for the R/L General Plan designation. <br /> Public services are available for the underlying Major Subdivision application. <br /> Screening <br /> According to Development Title Section 9-1022.4[d], a solid masonry wall six(6) feet to seven (7) <br /> feet in height shall be required if a residential use abuts a commercial project.
