The Federal Clean Air Act (CAA) and the California Clean Air Act require <br />areas that are designated nonattainment to reduce emissions until standards are met. <br />Based on the information provided, it appears that the proposed project will have a less - <br />than -significant impact on the ambient air quality. Therefore, a negative declaration is <br />appropriate from an air quality perspective. However, the construction phase of this <br />project can generate emission from the movement of soil, use of heavy equipment, bulk <br />materials handling, asphalt paving and other related activities. As a result, this project <br />is subject to District Regulation Vlll (Fugitive Dust Prohibitions). The purpose of <br />Regulation V11 is to reduce the amount of fine particulate matter (PM -10) entrained into <br />the ambient air from man-made. sources. The attached Synopsis highlights many of the <br />requirements contained within Regulation VIII. The Synopsis is not meant to be all-, <br />inclusive, but it can be a useful compliance aid in the field and office alike. <br />If modifications to existing permitted equipment or the addition of new equipment <br />subject to the District permitting requirements is planned for this project, a District <br />Permit to Operate and/or Authority to Construct (ATC) must be obtained.
