Farmland <br /> The proposed project site is zoned AG-40. The soil is in capability class Ills-3 for <br /> irrigated land and class IVs-3 for nonirrigated land. The storie index rating is 32. The <br /> land is designated Farmland of Local Importance on the Department of Conservation <br /> 2004 Farmland Map. <br /> Agricultural Mitigation <br /> If the project is approved, this project will be subject to the Agricultural Mitigation <br /> Ordinance of the Development Title. The Ordinance requires agricultural mitigation for a <br /> General Plan Amendment that changes the designation of any land from an agricultural <br /> to a non-agricultural use or for a Zone Reclassification that changes the permitted uses <br /> from agricultural to a non-agricultural use (Section 9-1080.3[a]). Agricultural Mitigation <br /> shall be satisfied by granting a farmland conservation easement or other farmland <br /> conservation mechanism to or for the benefit of a qualifying entity as set forth is <br /> Development Title Section 9-1080.3(d). The number of acres of agricultural mitigation <br /> land shall be at least equal to the number of acres that will be changed to a non- <br /> agricultural use (a 1:1 ratio). Pursuant to Section 9-1080.3(f), submission of the required <br /> legal instrument to provide agricultural mitigation land shall occur at the time of Grading <br /> Permit or Building Permit issuance. <br /> Market Analysis <br /> A market analysis shall be required as part of a General Plan Amendment to designate <br /> new or significant expansions of Freeway Service, Community Commercial, or <br /> Commercial Recreation designations on the General Plan 2010 Map. (Planning) <br /> (General Plan Volume I, Commercial Zoning Implementation Measure No. 2, pg IV-30) <br /> • Based on this requirement if the applicant decides to move forward with <br /> a full application, then the applicant will need a market analysis be <br /> prepared and submitted to the Community Development Department <br /> with the full application. <br /> Next Steps <br /> When the applicant is ready to submit the full application it will be necessary to do the <br /> following: <br /> • Submit the remaining portion of the General Plan Amendment application fee <br /> and the Zone Reclassification fee. <br /> • Submit a market analysis. <br /> • Submit a Soil Suitability Study prepared to the specifications of the <br /> Environmental Health Division, if applicable. <br /> • Submit ten copies of the map to be amended with the project area labeled <br /> with the current and proposed General Plan designation. <br /> • Submit ten copies of the application. <br /> 5 <br />
