Analysis <br /> Zone Reclassification <br /> In order to approve a Zone Reclassification, the Board of Supervisors must determine that the proposed <br /> zone is consistent with the General Plan, any applicable Master Plan, and any applicable Specific Plan; and <br /> that the zone is reasonable and beneficial at the time. The parcel of the Zone Reclassification application <br /> has a General Plan designation of CIG (General Commercial). The current zoning of the parcel is Alf-20 <br /> (Agriculture Urban Reserve with a 20-acre minimum). The applicant is proposing to reclassify the zoning <br /> designation to C-G (General Commercial). The C-G zone is an implementing zone for the CIG General <br /> Plan designation (General Plan Volume 1, Table VII-2). <br /> Growth Plan Poticies <br /> The proposed project is within the urban community of Lockeford. General Plan Volume I states that the <br /> objectives for growth accommodation is to ensure that there is an adequate amount of land planned for <br /> urban development to accommodate the projected population growth in areas where the appropriate level <br /> of services are and can be made available and to make efficient use of land and promote a functional <br /> development pattern with varied and compatible land uses. (Objectives 1 and 2. Vol. €, pg. IV-4) <br /> Urban communities shall be planned to accommodate most of the County's projected growth, planned <br /> with a variety of land uses and be planned to receive urban services, including community wastewater <br /> treatment, water, and storm drainage. Development should occur on vacant lots within existing <br /> communities as "infill" before extending beyond the current developed areas of a community. (Policies, <br /> Location and Character of Development, Nos. 1 and 6, pg. IV-5) <br /> Urban zones shall be applied to areas planned for urban development only when those areas are needed <br /> for development and when services are or can be made available, except for infill areas which may be <br /> zoned with urban zones prior to the availability of public services. Until that time, the areas shall be zoned <br /> Agriculture-Urban Reserve. (Implementation, No. 4 (b), pg. IV-11) <br /> In reviewing an application for a zone reclassification of land to an urban use, the following criteria should <br /> be considered: additional land is needed for urban development and adequate services can be made <br /> available for the development permitted in the zone. (Implementation. No 14 (b), pg. IV-14) <br /> The parcel has a General Plan designation of CIG (General Commercial). The proposed <br /> zoning designation of C-G (General Commercial) is an implementing zone of CIG. The <br /> parcel would be considered infill to the urban community of Lockeford as the surrounding <br /> parcels west of State Route 88 are developed and zoned either commercial or industrial. <br /> The proposed zone is compatible with the surrounding zones as the parcel to the north is <br /> zoned commercial and the parcels to the west and south are zoned industrial. Adequate <br /> services are available. The applicant has submitted a will-serve letter from Lockeford CSD <br /> for public water and public sewer. The storm drainage requirement will be met with a <br /> proposed Master Drainage/Special Purpose Plan for the Lockeford area through the <br /> Lockeford Storm Drainage Trust Fund Fee. Until that time, the applicant will provide an <br /> on-site retention basin. <br /> Infrastructure Requirements <br /> The parcel of the proposed project is located within the urban community of Lockeford. General Plan <br /> Volume 1, pg.
