Clements Oakridge Estates Water System <br /> Page 3 t <br /> 5 Any well constructed for this facility shall comply with the well surface seal (pedestal) <br /> specifications of the San Joaquin County Well Standards 4.10 and the Water Well <br /> Standards State of California Bulletin 74-81. <br /> 6 Provide EHD a detailed schematic of the property showing the locations of the new <br /> well(s), pressure tank, backflow prevention assemblies, water lines (i.e. irrigation, fire, <br /> and domestic), septic system and 100% replacement septic area of neighboring <br /> properties, and potential sources of contamination. Include the distances between these <br /> locations and the well. <br /> 7 Provide EHD with a copy of the Certification of the Grade-D 1 Drinking Water <br /> Distribution Operator that will be operating at your facility. You may contact the State <br /> Department of Health Services for additional information on this requirement at (916) i <br /> 327-1139. i <br /> 8 The Technical Managerial and Financial (TMF) Capacity Assessment Form for a <br /> community water system shall be completed and submitted to this office for review2. <br /> The TMF Capacity form and support documents are available at the State of California <br /> Department of Health Services web page, http://www.dhs.ca.g4y/ps/ddwem . 3 <br /> x <br /> The following issues are not conditions of the CWS water permit but are concerns of EHD that <br /> should be considered. <br /> A. EHD would encourage CWS to incorporate a flow meter as part of the installation of the <br /> new source. It can be a useful tool in the overall water-monitoring program. <br /> B. EHD strongly encourages water line(s) for domestic use (i.e. hand washing, toilets, <br /> showers, break rooms, drinking faucets, food preparation sinks, emergency wash <br /> sinks/showers and the like.) be separated at the well from the water line(s) that will <br /> supply industrial, irrigation, or fire suppression uses. An appropriate back-flow <br /> prevention assembly shall be installed on the non-domestic use water line(s). <br /> z According to the California Health and Safety Code section 116540, "no public water system <br /> that was not in existence on January 1, 1998, shall be granted a permit unless the system <br /> demonstrates to the Department that the water supplier possesses adequate financial, managerial, <br /> and technical capacity to assure the delivery of pure, wholesome, and potable drinking water. <br /> This section shall also apply to any change of ownership of a public water system that occurs <br /> after January 1, 1998". <br />
