C Kerry Sullivan -2- COMMENTS ON DEVELOPMENTS PA-03-265 (SU) RECOMMENDATIONS: 1. All improvements shall be in conformance with the latest edition of the Improvement Standards and Specifications of the County of San Joaquin. All improvement plans and specifications shall include grading plan for each individual lot, if applicable. These improvement plans and specifications are subject to plan check, field inspection fees and must be approved by the County of San Joaquin Department of Public Works prior to approval of the Final Map. (Development Title Section 9-240, Section 9-910, Section 9-1100 and R-92-814) 2. If improvements referred to herein are not completed prior to the approval of the Final Map,the subdivider shall execute an agreement with the County of San Joaquin ensuring the completion of improvements within one (1)year after filing the Final Map. (Development Title Section 9-1100.36)) 3. All new roads shall be improved to County Standards for a 50-foot wide right-of-way rural road. (Development Title Sections 9-857.4, 9-1150.2(d)(3)and 9-1150.5(b)) 4. The developer shall prepare and record an agreement for notice to future owners for maintenance of the private road by the owners and shall be noticed by a statement on Final map. (Civil Code 845(b)) 5. A community retention pond/terminal drainage system shall be provided to meet the requirements of the County and to provide adequate drainage for the subdivision. Hydrologic and hydraulic analyses shall demonstrate that all property, both downstream and upstream of the discharge, will not be subject to a higher flood level as a result of the proposed drainage. (Development Title Section 9-1135.2) 6. The project shall construct a public water well and connect to the existing system in`B" Street conforming to the requirements of the San Joaquin County Public Health Services Environmental Services Division and the Department of Public Works. The system shall provide adequate domestic and fire water supply in conformance to the requirements of the County Fire Warden and the local Fire District. A test well showing that the production well will meet all applicable standards is required prior to the approval of the improvement plans of any work within the site. (Development Title Sections 9-1120.2, 9-1120.4 (a)) 7. Street lighting shall be provided for the subdivision and the frontage of`B" Street,Athearn Street, and Anderson Street, and at the intersection of Oakridge Court and"B" Street. (Development Title Section 9-1150.11) 8. The property shall transfer to a zone within County Service Area No. 43 prior to approval of the Final Map to provide for the operation,maintenance, and improvement of street lighting facilities. A new assessment for the zone shall be approved by the property owners prior to approval of the Final Map. The assessment for the new zone shall be based on the cost for: maintenance, operation, system improvements, and any replacement program of facilities within CSA 43. The applicant shall pay for the cost to process the transfer and assessment for the new zone. In addition,the applicant shall pay for the maintenance and operation of the system from the time the facilities are h accepted by the District until the transferred area is placed on the assessment role of the District.
