C <br /> Kerry Sullivan -2- <br /> COMMENTS ON DEVELOPMENTS <br /> PA-03-265 (SU) <br /> RECOMMENDATIONS: <br /> 1. All improvements shall be in conformance with the latest edition of the Improvement Standards and <br /> Specifications of the County of San Joaquin. All improvement plans and specifications shall <br /> include grading plan for each individual lot, if applicable. These improvement plans and <br /> specifications are subject to plan check, field inspection fees and must be approved by the County of <br /> San Joaquin Department of Public Works prior to approval of the Final Map. <br /> (Development Title Section 9-240, Section 9-910, Section 9-1100 and R-92-814) <br /> 2. If improvements referred to herein are not completed prior to the approval of the Final Map,the <br /> subdivider shall execute an agreement with the County of San Joaquin ensuring the completion of <br /> improvements within one (1)year after filing the Final Map. <br /> (Development Title Section 9-1100.36)) <br /> 3. All new roads shall be improved to County Standards for a 50-foot wide right-of-way rural road. <br /> (Development Title Sections 9-857.4, 9-1150.2(d)(3)and 9-1150.5(b)) <br /> 4. The developer shall prepare and record an agreement for notice to future owners for <br /> maintenance of the private road by the owners and shall be noticed by a statement on Final <br /> map. (Civil Code 845(b)) <br /> 5. A community retention pond/terminal drainage system shall be provided to meet the requirements of <br /> the County and to provide adequate drainage for the subdivision. Hydrologic and hydraulic <br /> analyses shall demonstrate that all property, both downstream and upstream of the discharge, will <br /> not be subject to a higher flood level as a result of the proposed drainage. <br /> (Development Title Section 9-1135.2) <br /> 6. The project shall construct a public water well and connect to the existing system in`B" Street <br /> conforming to the requirements of the San Joaquin County Public Health Services Environmental <br /> Services Division and the Department of Public Works. The system shall provide adequate domestic <br /> and fire water supply in conformance to the requirements of the County Fire Warden and the local <br /> Fire District. A test well showing that the production well will meet all applicable standards is <br /> required prior to the approval of the improvement plans of any work within the site. <br /> (Development Title Sections 9-1120.2, 9-1120.4 (a)) <br /> 7. Street lighting shall be provided for the subdivision and the frontage of`B" Street,Athearn Street, <br /> and Anderson Street, and at the intersection of Oakridge Court and"B" Street. <br /> (Development Title Section 9-1150.11) <br /> 8. The property shall transfer to a zone within County Service Area No. 43 prior to approval of the <br /> Final Map to provide for the operation,maintenance, and improvement of street lighting facilities. <br /> A new assessment for the zone shall be approved by the property owners prior to approval of the <br /> Final Map. The assessment for the new zone shall be based on the cost for: maintenance, operation, <br /> system improvements, and any replacement program of facilities within CSA 43. The applicant <br /> shall pay for the cost to process the transfer and assessment for the new zone. In addition,the <br /> applicant shall pay for the maintenance and operation of the system from the time the facilities are h <br /> accepted by the District until the transferred area is placed on the assessment role of the District. <br /> (Development Title Section 9-1100.5) <br />
