The California Porter-Cologne Water Act promulgated legislation that prohibits subsurface <br /> discharge of contaminants in concentrations higher than what is currently found in the groundwater <br /> aquifers, or that does not exceed the Maximum Contaminant Level (MCL) for the particular <br /> substance under examination; in this case, nitrate. The results of this Study find that the nitrate <br /> loading potential emanating from this project will not exceed the MCL for nitrate in drinking water. <br /> A. SCOPE OF WORK <br /> The following information summarizes the scope of work and purpose for each aspect of this <br /> investigation: <br /> • Physical and chemical soil testing was conducted'to determine soil characteristics underlying <br /> the proposed Clements Oakridge Estates development. These soil characteristics deter-nine <br /> nitrate loading potential emanating from the proposed project on-site wastewater disposal. <br /> Percolation testing was done specifically on proposed Parcel 4 in the rd wastewater <br /> disposal area for this Parcel. <br /> • The Engineering firm of Morlan Civil Engineering of Jackson, California has completed the <br /> Soil Suitability Study and septic system design parameters for this proposed development. <br /> Representatives from Morlan achieved acceptable percolation on all of the Parcels, except <br /> Parcel 4. Consequently, percolation testing was conducted by Chesney Consulting on this <br /> Parcel, along with the above-referenced physical and chemical soil tests. Acceptable <br /> percolation was achieved at the shallow and medium depths. <br /> • Analytical qualitative testing of the underlying groundwater from the well boring has been <br /> completed from three separate depths. An analysis and discussion of these test results were <br /> done to determine and quantify nitrate loading potential of the underlying aquifers. <br /> • Nitrate loading potential to the on-site well was quantitatively discussed by analyzing the <br /> underlying lithology as determined and illustrated on the Well Boring Log. The well has not <br /> been installed as of the date of this report, and is currently a capped-off boring. <br /> Consequently, construction details are not referenced on the Well Completion Report. <br /> • Three separate nitrate loading equations, formulas and methods from domestic sources were <br /> used to calculate and estimate the loading from the proposed Clements Oakridge Estates <br /> development. This estimated firture nitrate impact is based on contemporary scientific <br /> knowledge used to assess factors which are extremely variable and complex within the soil <br /> and groundwater environments. <br /> • Discussion has been made of nitrogen-based fertilizer applications to the lawns and <br /> landscaping of the proposed residential development, since this can be a significant <br /> contributor to nitrate loading emanating from the development. <br /> • Photo-documentation of the proposed project and of the subsurface soil characteristics <br /> encountered during the exploratory drilling procedures have been included in this Study. <br /> Page -2- <br /> Chesney Consulting <br />
