(SA-95-32) <br /> Dear Mr. Larrouy: <br /> The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has reviewed <br /> the project referenced above and offers the following comments: <br /> San Joaquin Valley's air quality has been designated nonattainment by the EPA and the <br /> California Air Resources Board for the following pollutants, Pli (fine particulate matter) <br /> and 03 (ozone). <br /> . F <br /> Based on the information provided, a Negative Declaration is appropriate from an air quality <br /> perspective. However, there are air quality impacts that will be associated with construction <br /> phase of this project. Projects of this type can generate emissions from the movement of <br /> soil, use of construction equipment, bulk materials handling, asphalt paving and other <br /> related activities. <br /> This project is subject to District Regulation Vlll (Fugitive Dust Prohibitions). The purpose <br /> of Regulation Vill'is to reduce the amount of fine particulate matter (PM10) entrained into the <br /> ambient air from man-made sources. Specifically, the Rules within Regulation VIII that <br /> apply to your project are: Rule 8010 (Administrative Requirements), and Rule 8020 <br /> (Construction, Demolition, Excavation, and Extraction Activities). <br /> Rule 8030 (Handling and Storage of Bulk Materials), Rule 8060 (Paved and Unpaved <br /> Roads) and Rule 8070 (Parking, Shipping, Receiving, Transfer, Fueling, and Service <br /> Areas) may apply to this project. <br /> David L.
