z
Ernie Schenone,Jr. 5 June 2003
Schen,one Specialty Foods -2-
We
2-We are also in receipt of your 31 May 2003 fax. Most of your questions are addressed in our 30 May
2003 letter. However, you also state that you received several telephone calls from a gentleman named
"Patel"who works for this department. I am not aware of anyone in this agency by that name. I do
understand that Jatin Khandwala of this office's stormwater unit has contacted you regarding stormwater
compliance at your existing facility. Tim O'Brien and I are the staff.responsible for regulating the
discharge of wastewater to land in San Joaquin County, and we will continue to work with you on
permitting the new facility.
We understand that you are currently constructing your, plumbing system. As stated in our 5 May 2003
letter to you,"it is unknown at this time whether the proposed discharge of Chocoholic wastewater
directly to a septic tank, without any pretreatment, will be protective of water quality." To reiterate
staff's discussions with you today,it is necessary to complete the RWD to determine whether you will
need to implement other methods of treatment or disposal'of the wastewater to prevent degradation of
-- . the underlying groundwater..-Please recall that yofx ay not discharge any industrial/processwostewater
until the Regional Board has either issued WDRs or a waiver of WDRs. In order to expedite the process,
we suggest that you submit a complete RWD,as descn`bed in our 30 May 2003 letter, as soon as
possible.
If you have any questions, you may contact Tian O'Brien at(916)255-3116 or meat (916) 255-3135.
X1
WENDY WYELS, Chief
s-
Waste Discharge to Land Unit
cc: Honorable Senator Poochigian, Sacramento
Judy Verhaag, SWRCB, Sacramento
Mike Huggins, San Joaquin in County Environmental Health Department, Stockton
Don Chesney,Chesney Consulting,Turlock
f
