Gau:
Caltrans has reviewed the Deviation and Site Approval Applications for the
proposed car wash and mini mart/gas sales project. The project is located on the south
side of State Route 88, 150 feet east of Piccoli Road in Stockton. We offer the following
comments:
- The existing site grading has a portion of the onsite drainage directed
into State right of way. This is not allowed and, additionally was a condition
of the original Caltrans permit issued to Standard Oil Company in 1965. The
reconstruction of this station should be redesigned so that no onsite drainage is
directed into State right of way.
- The project proponent will be required to obtain an encroachment permit
from Caltrans as the site plan proposes to enlarge the existing easterly
driveway.
To expedite the review of the encroachment permit by Caltrans, the proponent
should evaluate potential environmental impacts within the State right of way. The right of way that
may be impacted should be included within the area studied for the local Iead agency environmental
review. Caltrans has asked for cultural resource, biological resource and hazardous waste
investigations when these issues have not been adequately addressed for our right of way by the
lead agency review. The lead agency should review the need for those and other studies with the
applicant and provide Caltrans with either,1) appropriate studies done by qualified professional staff;
or 2)the estimate for the it CEQA determination that these studies are not of concern in State
right of way.
Ifou have an u in our review, a
y y questions regarding o ,please contact Chris Sayre of my
staff at (209) 948-7142.
Sincerely,
EDWIN J.
