The project is located on the south <br /> side of State Route 88, 150 feet east ofPiccoli Road in Stockton. We offer the following <br /> comments: <br /> - The existing site grading has a portion of the onsite drainage directed <br /> into State right of way. This is not allowed and additionally was a condition <br /> of the original Caltrans permit issued to Standard Oil Company in 1965. The <br /> reconstruction of this station should be redesigned so that no onsite drainage is <br /> directed into State right of way. <br /> i <br /> - The project proponent will be required to obtain an encroachment permit <br /> from Caltrans as the site plan proposes to enlarge the existing easterly <br /> driveway. , <br /> To expedite the review of the encroachment permit by Caltrans, thero nent <br /> should evaluate potential environmental impacts within the State right of way. The right of way that <br /> may be impacted should be included within the area studied for the local lead agency environmental <br /> review. Caltrans has asked for cultural resource,biological resource and hazardous waste <br /> investigations when these Lssues have not been adequately addressed for our right of way by the a <br /> lead agency review.
