The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will not have a significant <br /> impact on the ambient air quality. Therefore, a negative declaration is appropriate from <br /> an air quality perspective. However, the construction phase of this project can generate <br /> emission from the movement of soil, use of heavy equipment, bulk.materials handling, <br /> asphalt paving and other related activities. As a-result, this project is subject to <br /> District Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII <br /> is to reduce the amount of fine particulate matter (PM-10) entrained into the ambient air <br /> from man-made sources. The attached Synopsis highlights many of the requirements <br /> contained within Regulation Vlll. The Synopsis is not meant to be all inclusive, but it <br /> can be a useful compliance aid in the field and office alike. <br /> An Authority To Construct (ATC), Permit To Operate (PTO) or a modification to an <br /> existing permit may be required. The applicant is advised to contact the Permit <br /> Services Division to obtain appropriate approvals prior to construction. <br /> David L.
