i f
f
San Joaquin Valley
Unified Air Pollution Control District
July 3, 1997
Tom Gau
San Joaquin County JUL 7
Community Development Department 1997
Development Services Division COMMurlt y-Develo
1810 East Hazelton Avenue ,17'iGf1t Dept.
Stockton, CA 95205
SUBJECT: USE PERMIT FOR A RELIGIOUS ASSEMBLY FACILITY (UP-97-4)
Dear Mr. Gau: a
The San Joaquin Valley Unified Air Pollution Control District has reviewed the proposed
project and offers the following comments:
The San Joaquin Valley's air quality has been designated nonattainment by the EPA
and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate
matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require
areas that are designated nonattainment to reduce emissions until standards are met.
Based on the information provided, this project will have a less-than-significant.impact
on the ambient air quality. Therefore, a negative declaration is appropriate from an air
quality perspective. However, the construction phase of this project can generate
emission from the movement of soil, use of heavy equipment, bulk materials handling,
asphalt paving and other related activities. As a result, this project is subject to District
Regulation Vlll (Fugitive Dust Prohibitions). The purpose of Regulation Vlll is to reduce
the amount of fine particulate matter(PM-10) entrained into the ambient air from man-
made sources. The attached Synopsis highlights many of the requirements contained
within Regulation VIII. The Synopsis is not meant to be all inclusive, but it can be a
useful compliance aid in the field and office alike.
David L.
