PM- <br /> 10(fine particulate matter, dust) has been designated serious nonattainment by the ; <br /> EPA and nona ain <br /> . tt ment by the ARB. The Federal Clean Air Act CAA and the <br /> California Clean Air Act require areas that are designated nonattainment to reduce <br /> emissions until standards are met. <br /> Based on the information provided, this project will not a significant impact on the <br /> ambient air quality. Therefore, a negative declaration is appropriate from an air quality <br /> perspective. However, the construction phase of this project can generate emission 1 <br /> from the movement of soil, use of heavy equipment, bulk materials handling, asphalt <br /> paving and other related activities. As a result, this project is subject to District <br /> Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to reduce <br /> the amount of fine particulate matter (PM-10) entrained into the ambient air from man- <br /> made sources. The attached Synopsis highlights many of the requirements contained <br /> within Regulation Vill. The Synopsis is not meant to be all inclusive, but it can be a <br /> useful compliance aid in the field and office alike. <br /> k <br /> David L.
