INTRODUCTION <br /> Due to concerns regarding potential liability for toxic hazards which may adversely impact real estate <br /> in general, investors need to assess the property in question to determine if current or past occupants <br /> or surrounding land uses could adversely impact property development or result in future liability <br /> I for the investor. Good commercial and customary practice for conducting an environmental site <br /> assessment of a parcel of property is to identify recognized environmental conditions. The term <br /> "recognized environmental conditions" means the presence or likely presence of any hazardous <br /> jsubstances or petroleum products on a property under conditions that indicate an existing release, <br /> a past release, or a material threat of a release of any hazardous substances or petroleum products <br /> into structures,onto the property or into the ground, groundwater, or surface water of the property. <br /> B. LIMITATIONS <br /> This report was compiled as a Surface/Subsurface Contamination Report for the subject project. <br /> This report contains information and data provided to NOA ENVIRONMENTAL by several <br /> sources. NOA ENVIRONMENTAL in no way warrants the accuracy or completeness of the <br /> information provided to this investigation by those sources. <br /> It should be noted that when an surface/ subsurface assessment is completed without sample <br /> collection and quantitative analysis of soil and groundwater beneath the site, as in this study, no <br /> statement of scientific certainty can be made regarding latent subsurface conditions which may be <br /> the result of on-site or off-site sources. The findings and conclusions of this report are not scientific <br /> t certainties,but rather,probabilities based on professional judgement concerning the significance of <br /> the data gathered during the course of this investigation. NOA ENVIRONMENTAL is not able <br /> I to represent that the site or adjoining land contains no hazardous waste, oil, underground storage <br /> i tanks, or other latent condition beyond that detected or observed by NOA ENVIRONMENTAL <br /> during the Surface/Subsurface assessment. The possibility always exists for contaminants to migrate <br /> through surface water, air, or groundwater. <br /> Our office has not been provided with specific criteria for the development of this report other than <br /> a request to evaluate the property in question for possible problems related to toxic or hazardous <br /> agents,nor have we been directed to address any specific questions concerning the site.
