i <br /> y 1r <br /> Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Site Approval Application No. PA-0600066 with the Findings and Conditions of <br /> Approval contained in the staff report. <br /> Findings <br /> 1. The proposed plan is consistent with the General Plan, any applicable Master Plan, Specific Plan, <br /> and Special Purpose Plan and other applicable plan adopted by the county. <br /> • This finding can be made because the establishment, maintenance and operation of <br /> the use does not conflict with the General Plan because the Nursery Sales-Wholesale <br /> and Landscaping Services use types may be conditionally permitted in the General <br /> Agriculture zone with an approved Site Approval application. There are no applicable <br /> Master Plans, Specific Plans,or Special Purpose Plans. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> This finding can be made because all utilities, improvements, and other facilities are <br /> existing or will be provided as reflected in the approved site and/or improvement <br /> plan(s). <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because The 2.14-acre property involved is of adequate <br /> size and shape to accommodate the proposed use and all yard, building coverage, <br /> setback, and other requirements of the Development Title as shown on the Site Plan <br /> dated October 17, 2006. <br /> 4. Issuance of permit will not be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because the Initial Study prepared for this project found <br /> no potentially significant environmental impacts. <br /> 5. The use is compatible with adjoining land uses. <br /> • This finding can be made because the requirements of the Conditions of Approval <br /> will ensure the proposed use will not interfere with nor alter the current uses on <br /> adjacent properties. The Development Title requires construction of a solid <br /> masonry wall when a commercial project abuts a residential zone, an area shown on <br /> the General Plan for residential use, or an existing residential use.
