Analysis <br /> Background <br /> On May 28, 1986, the Community Development Department approved Development Plan Application No. <br /> DP-86-76. This Development Plan established the existing almond processing and storage facility at the <br /> project site. Prior to the almond processing facility,the subject site was developed with a chicken ranch and <br /> egg processing facility. <br /> Currently, the almond processing facility is a bulk storage and packaging facility which ships the product <br /> elsewhere for further processing and final packagingforconsumption by the public. The Development Title <br /> classifies the current use as "Agricultural Processing — Preparation Services," which requires a Site <br /> Approval in the AG-40 zone. The proposed change of use, final packaging for consumption, is classified in <br /> the Development Title as "Agricultural Processing— Food Manufacturing"and requires a Use Permit in the <br /> AG-40 zone. <br /> Land Use <br /> The project site is located in an agricultural area. The site has historically been used as a chicken ranch <br /> and egg processing facility and an almond processing facility. The applicant is not proposing to expand the <br /> area currently occupied by the existing facility. Thus, this project will not disturb wildlife habitat, nor are any <br /> land use conflicts anticipated with the proposed change of use. <br /> Traffic <br /> The Department of Public Works has reviewed this proposal. Frederick Avenue is classified as a Level of <br /> Service A roadway, which is defined as a roadway with conditions of free flow. This project will not <br /> change the Level of Service on Frederick Avenue. <br /> On-Site Parking <br /> Chapter 9-1015 of the Development Title requires that the applicant provide a minimum of 132 vehicle <br /> parking spaces. Section 9-1015.9 of the Development Title also allows the Community Development <br /> Department to modify the parking requirements when the requirements of the Chapter may be considered <br /> insufficient or excessive. The applicant has stated in his application that the maximum number of <br /> employees will be 23 and will not exceed 13 employees during any one shift. <br /> Currently, the facility provides 45 parking spaces, and the applicant is proposing an additional 18 spaces <br /> for a total of 63 vehicle parking spaces. Given the amount of employee traffic and the fact that the facility <br /> will remain a wholesale operation, the Community Development Department is recommending that 63 <br /> parking spaces be required, including three accessible spaces. <br /> San Joaquin County UP-00-10\Gikas <br /> Community Development Page 3 <br />
