PA-0500714 FOR STEVE GIKAS <br /> TRUST (APN: 228-130-21; ADDRESS: 23073 S. FREDERICK AVENUE, <br /> RIPON) <br /> This project is a Use Permit application for the agricultural processing of nuts and corn <br /> and for a wholesale food manufacturing facility for packaging nut and corn products to <br /> be built in two phases. (Use Types: Agricultural Processing-Preparation Services and <br /> Agricultural Processing-Food Manufacturing) Phase One includes 84,000 square feet of <br /> existing buildings and the construction of one new 5,000 square foot warehouse to be <br /> completed within 18 months. Phase Two is the construction of a 3,750 square foot <br /> warehouse to be completed within five years. <br /> This project is located on the west side of S. Frederick Avenue, 2400 feet north of West <br /> Ripon Road, Ripon. <br /> Background <br /> On May 28, 1986, the Community Development Department approved Development Plan <br /> Application No. DP-86-0076. This Development Plan established an almond processing and <br /> storage facility at the project site. <br /> On August 17, 2000, the Planning Commission approved Use Permit No. UP-00-10 to permit <br /> the processing and packaging of almonds, corn, and walnuts at an existing almond <br /> processing plant. <br /> On April 4, 2002, the Planning Commission approved a one-year time extension for UP-00- <br /> 10 to allow the applicant more time to complete the conditions of approval. On July 11, <br /> 2002, the Planning Commission approved a Revision of Approved Actions to remove two <br /> conditions from UP-00-10 that required special notification of two neighbors. <br /> On February 26, 2003, the Use Permit expired because the Conditions of Approval were <br /> not met. <br /> On-Site Parking <br /> Chapter 9-1015.3 of the Development Title requires that the applicant provide a <br /> minimum of 132 vehicle parking spaces. (1 space per 1000 square feet of building <br /> designated for'Preparation Services and 2.5 spaces per 1000 square feet of building <br />
