Analysis <br /> Backaround <br /> On August 17, 2000, the Planning Commission approved Use Permit No. UP-00-10 to process and package <br /> almonds, corn, and walnuts for consumption at an existing almond processing plant, which is involved in bulk <br /> packaging of product for non-consumptive purposes. <br /> On April 4, 2002, the Planning Commission approved a one-year time extension for UP-00-10 to allow the <br /> applicant more time to complete the conditions of approval. <br /> Revision <br /> The applicant is requesting a Revisions of Approved Actions to remove Conditions of Approval 1.0. and 1.p. <br /> which require special notice to certain parties when expanding the use or buildings and set limits on the <br /> maximum in-bound and out-bound materials that shall not be exceeded without additional application. <br /> The revisions would allow the relocation and expansion of Building 11, which is part of the request. The <br /> applicant indicates that the building must be moved in order to have sufficient room to provide the parking <br /> spaces required in UP-00-10. Conditions of Approval 1.0. and 1.p. became Conditions of Approval at the <br /> request of neighbors that were concerned about the size and growth of the operation. <br /> The Community Development Department has contacted Mike Hakeem, who represented Mr. Pete <br /> Bulthuis (a party requiring special notification). Mr. Hakeem indicated that Mr. Bulthuis was made aware <br /> of the request and has not indicated opposition.
