Analysis Backaround On August 17, 2000, the Planning Commission approved Use Permit No. UP-00-10 to process and package almonds, corn, and walnuts for consumption at an existing almond processing plant, which is involved in bulk packaging of product for non-consumptive purposes. On April 4, 2002, the Planning Commission approved a one-year time extension for UP-00-10 to allow the applicant more time to complete the conditions of approval. Revision The applicant is requesting a Revisions of Approved Actions to remove Conditions of Approval 1.0. and 1.p. which require special notice to certain parties when expanding the use or buildings and set limits on the maximum in-bound and out-bound materials that shall not be exceeded without additional application. The revisions would allow the relocation and expansion of Building 11, which is part of the request. The applicant indicates that the building must be moved in order to have sufficient room to provide the parking spaces required in UP-00-10. Conditions of Approval 1.0. and 1.p. became Conditions of Approval at the request of neighbors that were concerned about the size and growth of the operation. The Community Development Department has contacted Mike Hakeem, who represented Mr. Pete Bulthuis (a party requiring special notification). Mr. Hakeem indicated that Mr. Bulthuis was made aware of the request and has not indicated opposition. The other parties requiring special notification were also notified by the Community Development Department as part of the notification process and have not responded.
