Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve the Revisions of Approved Actions application for approved Use Permit No. UP-00-10 <br /> based on the revised Findings and subject to the revised Conditions of Approval contained in <br /> the staff report. <br /> Revised Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> This finding can be made because agricultural processing-food manufacturing is consistent <br /> with the AIG General Plan designation and may be conditionally permitted with a Use Permit <br /> in the Ag-40 zone. The changes to the facility proposed in the Revisions of Approved <br /> Actions presents no significant General Plan policy issues. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> This finding can be made because even with the changes proposed in the Revsions of <br /> Approved Actions, the site can accommodate a well, septic system, and drainage facilities. <br /> In addition, the project has public road frontage on South Frederick Avenue. <br /> 3. T^e site is physically suitable for the type of development and for the intensity of development. <br /> This finding can be made because the revised site plan shows that there is sufficient area <br /> for the facilities, parking, circulation, and to place and expand Building 11 in compliance <br /> with County standards. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be <br /> injurious to the property or improvements of adjacent properties. <br /> This finding can be made because the Initial Study prepared for the Revisions of Approved <br /> Actions for UP-00-10 found that the project would not result in any significant, adverse <br /> environmental impacts. <br /> 5. The use is compatible with adjoining land uses. <br /> This finding can be made because the original Initial Study prepared for the project and the <br /> Initial Study prepared for the Revisions of Approved Actions found that the use would not be <br /> incompatible with surrounding land uses.
