Analysis <br /> Background <br /> In May 2004, the applicant submitted an application for a Development Title Text Amendment, PA- <br /> 0400252, to permit temporary farm labor housing with an approved Improvement Plan Application in the I- <br /> W zone and to permit occupation for up to twenty-six (26) weeks per year. On September 16, 2004, the <br /> Planning Commission voted to forward Development Title Text Amendment Application No. PA-0400252 <br /> to the Board of Supervisors with a recommendation of approval. <br /> On December 7, 2004, the Board of Supervisors approved Development Title Text Amendment <br /> Application No. PA-0400252 with the following changes: <br /> 1. The designation of "temporary farm labor housing" was changed to "temporary agricultural truck <br /> driver housing." <br /> 2. The use shall be permitted under an approved Use Permit application through the Community <br /> Development Department instead of an Improvement Plan application. <br /> 3. Permit approval shall be subject to the following minimum requirements: <br /> a. The housing, defined as recreational vehicles or trailers (excluding pick-up camper shells) <br /> provided by the driver(s), must be used in conjunction with raw agricultural product truck <br /> driving activities performed on the site, <br /> b. The housing sites, provided at no cost to the driver(s), may not be occupied for more than <br /> twenty-six (26) continuous weeks per year between the months of June through November, <br /> c. The permittee shall annually verify in writing the initiation and termination dates to <br /> substantiate compliance with Subsection (2), <br /> d. The landowner shall provide, at no cost to the driver(s), sanitation and shower facilities, and <br /> waste discharge facilities to be approved by the Environmental Health Department, <br /> e. The housing must be under permit of the Environmental Health Department and under an <br /> approved Use Permit application of the Community Development Department, <br /> f. The occupancy level shall not exceed the average of thirty (30) occupied units and shall not <br /> exceed the maximum of forty (40) occupied units. All units shall be removed each year after <br /> the expiration of the allowed occupancy period in November; <br /> g. The Use Permit requirement shall include an annual review for compliance, and <br /> h. The minimum requirements shall be posted in English and Spanish at the site <br /> Parking <br /> Development Title Section 9-1015.5(e) states that all parking spaces, driveways, and maneuvering areas <br /> shall be surfaced and permanently maintained with base material of appropriate depth and asphalt <br /> concrete or Portland cement concrete to provide a durable, dust-free surface.
