PA-0500088 OF PANELLA PROPERTIES, <br /> LTD. (C/O ROBERT PANELLA)(APN: 143-290-03/06/07) (ADDRESS: 4780 E. <br /> FREMONT STREET, STOCKTON) <br /> The applicant has submitted the above referenced Use Permit application for a maximum of 21 <br /> RV spaces for temporary agricultural truck driver housing (Use Type: Temporary Agricultural <br /> Truck Driver Housing) with a 600 square foot restroom/shower facility. The 13.18-acre site has a <br /> General Plan designation of I/L (Limited Industrial), and is zoned I-W(Warehouse Zone). <br /> The project site is located on the south side of Fremont Street, between Ellen Street and Cardinal <br /> Avenue, east of Stockton. <br /> This item is tentatively scheduled for the Planning Commission meeting of May 5, 2005. The <br /> Community Development Department has the following comments: <br /> Parkina <br /> Development Title Section 9-1015.5(e) states that all parking spaces, driveways, and <br /> maneuvering areas shall be surfaced and permanently maintained with base material of <br /> appropriate depth and asphalt concrete or Portland cement concrete to provide a durable, dust- <br /> free surface. Bumper guards shall be provided when necessary to protect adjacent structures or <br /> properties. <br /> Drainage Easement <br /> The applicant is proposing to retain storm drainage runoff generated by the project in the existing <br /> stormwater retention pond on the adjacent parcel to the east. Development Title Section 9- <br /> 1135.2(m) states that the applicant shall provide easements for all flood control and drainage <br /> facilities sufficient to encompass such facilities and to provide for their maintenance, operation, <br /> and improvement. As a condition of approval, easements for storm water drainage shall be <br /> recorded prior to issuance of a building permit. <br /> Merger of Parcels <br /> If the applicant chooses not to record an easement for stormwater drainage, then the two parcels <br /> containing the stormwater retention pond and the project site shall be merged into one parcel. <br /> I <br />
