CONDITIONS OF APPROVAL SA-99-24 Swier Site Approval Application No. SA-99-24 was approved by the San Joaquin County Community Development Department on May 17, 1999. The effective date of approval is May 27, 1999. This approval will expire on November 25, 1999, which is six months from the effective date of approval, unless (1) all Conditions of Approval have been complied with, (2) all necessary building permits have been secured and remain in force,and (3) all necessary permits from other agencies have been secured and remain in force. Unless otherwise specified,all Conditions of Approval and Ordinance requirements shall be fulfilled prior to the establishment of the use and the issuance of any building permits. Those Conditions followed by a Section Number have been identified as Ordinance requirements pertinent to this application. Ordinance requirements cannot be modified, and other Ordinance requirements may apply- 1. pply.1. COMMUNITY DEVELOPMENT DEPARTMENT(Staff Contact. KaiLuoma,468-9567) a. BUILDING PERMIT: Submit an"APPLICATION-COMMERCIALBUILDING PERMIT." The Site Plan required as a part of the building permit must be prepared by a registered civil engineer or licensed architect. This Plan must show drainage, driveway access details including gates, on-site parking, landscaping, signs, existing and proposed utility services, and grading (refer to the "SITE PLAN CHECK LIST' for details). A fee is required for the Site Plan review. (DevelopmentTitle Section 9-884) b. APPROVED USE: This approval is for a limited agricultural plastic recycling facility and a custom agricultural manufacturing operation to be completed in three phases over five years as shown on the Plan submitted March 3, 1999. C. COMPLIANCE DATE: Because this development is currently operating without the required permits,the Site Plans shall be submitted within 60 days from the effective date of approval. Enforcement action will be deferred if the Site Plan is submitted within 60 days and the Conditions of Approval are met within six months from the effective date of approval. d. BUSINESS LICENSE: The applicant shall secure an approved Business License prior to the initiation of the use. The Business License may be applied for concurrently with the building permit application. (Section 7-1000 of the County Ordinance Code) e. STORM DRAINAGE: Storm water drainage shall be retained on the site. The drainage pattern and corresponding storm drain improvements shall be shown on the Site Plan. Drainage calculations prepared by a registered civil engineer or architect shall be included. f. LOADING AND UNLOADING AREA: A loading/unloading area shall be provided on the site. This area shall be large enough to allow the loading, unloading, and maneuvering of trucks without impeding the circulation pattern. Conditions of Approval - 1 - SA-99-24
