CONDITIONS OF APPROVAL <br /> SA-99-24 <br /> Swier <br /> Site Approval Application No. SA-99-24 was approved by the San Joaquin County Community <br /> Development Department on May 17, 1999. The effective date of approval is May 27, 1999. This <br /> approval will expire on November 25, 1999, which is six months from the effective date of approval, <br /> unless (1) all Conditions of Approval have been complied with, (2) all necessary building permits <br /> have been secured and remain in force,and (3) all necessary permits from other agencies have been <br /> secured and remain in force. <br /> Unless otherwise specified,all Conditions of Approval and Ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as Ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified, and other Ordinance requirements may <br /> apply- <br /> 1. <br /> pply.1. COMMUNITY DEVELOPMENT DEPARTMENT(Staff Contact. KaiLuoma,468-9567) <br /> a. BUILDING PERMIT: Submit an"APPLICATION-COMMERCIALBUILDING PERMIT." The <br /> Site Plan required as a part of the building permit must be prepared by a registered civil <br /> engineer or licensed architect. This Plan must show drainage, driveway access details <br /> including gates, on-site parking, landscaping, signs, existing and proposed utility services, <br /> and grading (refer to the "SITE PLAN CHECK LIST' for details). A fee is required for the <br /> Site Plan review. (DevelopmentTitle Section 9-884) <br /> b. APPROVED USE: This approval is for a limited agricultural plastic recycling facility and a <br /> custom agricultural manufacturing operation to be completed in three phases over five years <br /> as shown on the Plan submitted March 3, 1999. <br /> C. COMPLIANCE DATE: Because this development is currently operating without the <br /> required permits,the Site Plans shall be submitted within 60 days from the effective date of <br /> approval. Enforcement action will be deferred if the Site Plan is submitted within 60 days <br /> and the Conditions of Approval are met within six months from the effective date of approval. <br /> d. BUSINESS LICENSE: The applicant shall secure an approved Business License prior to <br /> the initiation of the use. The Business License may be applied for concurrently with the <br /> building permit application. (Section 7-1000 of the County Ordinance Code) <br /> e. STORM DRAINAGE: Storm water drainage shall be retained on the site. The drainage <br /> pattern and corresponding storm drain improvements shall be shown on the Site Plan. <br /> Drainage calculations prepared by a registered civil engineer or architect shall be included. <br /> f. LOADING AND UNLOADING AREA: A loading/unloading area shall be provided on the <br /> site. This area shall be large enough to allow the loading, unloading, and maneuvering of <br /> trucks without impeding the circulation pattern. <br /> Conditions of Approval - 1 - SA-99-24 <br />
