This program <br /> helped him spiritually and taught him to lead a life without drugs. <br /> Marvin Catlin said he is a substance abuse counselor for Three Rivers. He went through this program, and <br /> it helped him with his domestic abuse problems and helped him to find his spirituality. <br /> Wanda Cloud said she is a military brat. The veteran's component is a very important part of this program, <br /> as is the women's program. <br /> OPPONENTS; <br /> Mike Hakeem, representing the community of French Camp, said the issues are land use and the location <br /> of this type of use. A group care facility on a farm setting should be a bona fide agricultural enterprise, with <br /> substantial elements of the program connected to the agricultural enterprise. There is a lack of track record <br /> or history for this program. He said the program does not meet the criteria. They must have three residents <br /> for every five acres. They are requesting more than this density. There is a requirement for a lease, but no <br /> lease is yet available. Even though is project is to be phased,they are asking for everything to be approved <br /> tonight. This project will generate a lot of traffic from people who work here and from visitors to the site. He <br /> said a traffic study should be done for this project. There is not enough information in the staff report to <br /> approve this project. French Camp is opposed to this project. <br /> Joe Peterson, representing the Farm Bureau, said he understands the need for this program, but he <br /> questioned how this project is good for agriculture. He listed all the buildings that are proposed for this site. <br /> He said they do not own the land, and a lease can go away at any time. This is not a bona fide agricultural <br /> operation. He asked who will police and enforce this program and monitor the time spent there by the <br /> residents. He said they can only have three full time residents for every five acres. This project does not <br /> warrant an 84-bed facility. He commends the program, but this is about land use. This is a noncomplying <br /> use in the agricultural zone. <br /> Evelyn Prouty said that this site is prime farm land. When Three Rivers has their pow wow on Union Road <br /> at their present location there is a lot of traffic for the three-day event. The traffic on French Camp Road will <br /> be increased by this project. <br /> REBUTTAL: <br /> Don Moyer said this is a group care and agriculture related project. There are 30 acres of orchards and ' <br /> vegetable gardens. They will increase the agricultural productivity and value of this land. Mr. Vanderveen <br /> put a lot of money into the orchard. This project is located on a farm. It is a bond fide agricultural enterprise <br /> because it will train people to be gardeners who can go out into the world and use their skills. This program <br /> will give them self image and esteem so that they can become successful. This project is an agricultural <br /> use in an agricultural zone. <br /> PUBLIC HEARING CLOSED: <br /> Commissioner Stockar asked about the amount of traffic to be generated by this project. <br /> Trueman Phillips said that 50 trips per hour would generate a traffic study, but this application does not <br /> indicate that the number of trips would be that high. <br /> Commissioner Carter said that the traffic on French Camp Road is more industrial than farm related.
