Analysis <br /> Background <br /> On June 13, 2000, the Board of Supervisors denied a project comprised of three applications on the 40-acre . <br /> parcel. The applications were a General Plan Amendment (GP-99-11) to amend the General Plan <br /> designation from A/G (General Agriculture) to UT (Industrial-Truck Terminal), a Zone Reclassification (ZR- <br /> 00-4) to change the zone from AG-40 (General Agriculture, 40-acre minimum) to I-T (Industrial-Truck <br /> Terminal), and a Use Permit for a truck terminal for a maximum of 90 trucks. The 100-acre parcel has <br /> historically been farmed in almonds. <br /> Group Care-Farm Related <br /> Development Title Section 9-115.115(d) defines the Group Care-Farm Related use type as a group care <br /> facility on a farm, ranch, or camp setting wherein a bona fide commercial agricultural enterprise, animal <br /> husbandry, or farm-related vocational educational program, along with skills training and outdoor-oriented <br /> personal fitness training, are substantial elements of the program provided, and where the density for the <br /> facility is three (3) full time residents for each five (5) acres. To remain within the permitted density range, <br /> it is recommended that a maximum of 84 beds be permitted. <br /> The main emphasis for a Group Care-Farm Related facility is to incorporate agricultural production into <br /> the facility's daily operations. In this case, the rehabilitation process includes providing job training and <br /> job placement in the agricultural community. Specifically, the skills learned through the program include <br /> planting, pruning, fertilizing, harvesting, irrigation techniques, and equipment operation and maintenance. <br /> Approximately 10 acres of the 40-acre parcel will be developed. Of the remainder, 10 acres will be used <br /> for vegetable gardening, and 20 acres will be planted in almond and/or apple orchards. The adjacent <br /> 100-acre parcel will be used strictly for farming (almonds). Every resident is expected to participate in the <br /> job training and will receive a minimum of 100 hours of training. <br /> Phasing <br /> The applicant is proposing to phase the project over a 5-year period. The proposed phases are as <br /> follows: <br /> Phase I (to begin immediately) <br /> • Building 1: 7,256 square foot administration building for offices, reception area, conference rooms, <br /> kitchen, media room, meeting and eating hall, storage, and restrooms. <br /> • Building 4: 9,256 square foot group care facility providing 50 beds. <br /> • Building 7: 9,000 square foot agricultural/vocational training building. <br /> • Building 8: 400 square foot well/maintenance building. <br /> Phase It (permits to be issued within 5 years from the date of approval) <br /> • Building 2: 8,500 square foot clinic for healthcare services. <br /> • Building 3: 9,500 square foot social services building that will provide services such as filing <br /> paperwork (i.e. taxes, health insurance, dental insurance, etc.), and job placement. <br /> San Joaquin County PA-03-164\Cabral, et al <br /> Community Developme it Pago 3 <br />
