In reviewing an application for a General Plan 2010 Map amendment, the Planning <br /> Commission and the Board of Supervisors shall consider the overall consistency of the <br /> proposal with the goals, objectives, and policies of the General Plan, and should also <br /> consider the following: <br /> (2) existing reasonable alternative sites in the vicinity that are planned for the use <br /> and can accommodate the proposal; <br /> (3) the potential for the proposal to establish an undesirable, growth-inducing <br /> precedent <br /> According to the San Joaquin County General Plan 2010 Review, there are <br /> approximately 21,000 acres of land within the city limits of Stockton, Lathrop and <br /> Manteca that are currently undeveloped or used for agriculture. The Review also states <br /> that there are approximately 16,000 acres of land within the three cities Sphere's of <br /> Influences that are currently undeveloped or used for agriculture. By amending the <br /> General Plan from A/G to P at this location, there is the potential for establishing an <br /> undesirable, growth-inducing precedent by permitting uses intended for urban <br /> development in agricultural areas. <br /> General Plan Volume I; <br /> Community Development Community Organization and Development Pattern, 1. <br /> Growth Accommodation Implementation 13(b), p. IV-13 <br /> In reviewing General Plan 2010 Map amendments to convert land from agricultural use <br /> to non-agricultural urban uses, the following criteria should be used for evaluation: <br /> (1) the merits of the proposed project and the availability of comparable alternative <br /> sites in areas already designate for urban uses, <br /> (2) the potential for the project to create premature development pressure on <br /> surrounding agricultural lands; <br /> (3) the availability of infrastructure; <br /> (4) the resulting development pattern: leapfrog development shall be strongly <br /> discouraged; and, <br /> (5) the classification of the property in the Important Farmlands Inventory System. <br /> See the Agricultural Implementation Measures for information regarding the use <br /> of the Farmland Mapping Program in reconsidering the growth areas of the <br /> General Plan Map. <br /> The project site is located outside of the Sphere of Influence for the cities of Stockton, <br /> Manteca, and Lathrop. According to the General Plan 2010 Review adopted by the <br /> Board of Supervisors on April 11, 2000, all three cities have a surplus of undeveloped <br /> properties that have appropriate zoning for the proposed use. Currently there are no <br /> public services (water, sewer, storm drainage) available in the project area. In addition, <br /> the approval of the General Plan Map amendment may encourage "leap frog" <br /> development because it is surrounded by agriculturally zoned and farmed land, and is <br /> located at least 1'/z miles from an urban community. Finally, the project site consists of a <br /> combination of prime farmland and farmland of statewide importance. Land classified as <br />
