Chandler Martin, Senior Planner; John Herly, Jeff Welch and Carol Vierra of George <br /> Reed, Inc. were present for this item. <br /> Mr. Martin introduced the project. <br /> Mr. Martin informed the applicants that SMARA requires an end date. Ms. Vierra <br /> indicated that they will keep the eleven-year end date. <br /> Mr. Martin indicated that a site plan that shows the plant would be a good idea to have <br /> for the Planning Commission hearing. <br /> Mr. Martin reviewed the Riparian Habitat issue and indicated that the berm will need to <br /> be outside of both the mean high water level, and the edge of the Riparian Habitat, and <br /> both lines will need to be shown on the site plan. <br /> Mr. Martin reviewed the Cultural Resources requirement. Mr. Martin indicated that he <br /> thought that there would not be a requirement for a noise study. <br /> Mr. Martin asked that the applicants contact the Air Pollution Control District regarding <br /> their letter dated August 19, 2002. The Air Pollution Control District issue must be <br /> resolved before this item can be heard by the Planning Commission. <br /> Mr. Martin indicated that this item is schedule for the October 3, 2002 Planning <br /> Commission hearing. <br /> Mr. Borges reviewed the Environmental Health Department requirements. <br /> Ms. Vierra indicated that she would read through the Public Works Department <br /> requirements and will contact Mr. Karam. <br /> 10:00 a.m. 3. GENERAL PLAN AMENDMENT PRE-APPLICATION <br /> JJ NO. PA-0200317 OF CABRAL, A & C ETAL (C/O MOYER <br /> CONSULTING). A General Plan Amendment pre-application to <br /> change the designation from A/G (General Agriculture) to P/F <br /> (Public Facility). The underlying project for the site is to establish a <br /> Native American Treatment and Cultural Center. Located on the <br /> north side of French Camp Road 900 feet west of Union Road, <br /> Manteca. (APN: 177-100-31; Address: 2201 E. French Camp Road, <br /> Manteca). <br /> Jennifer Jolley, Associate Planner; Don Moyer, Moyer Consulting, and Mike Munninger, <br /> Architectural Alliance were present for this item. <br /> Ms. Jolley introduced the project. <br />
