Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Mitigated Negative Declaration; <br /> 2. Recommend that the Board of Supervisors adopt a motion of intent to approve General Plan <br /> Amendment Application No. GP-99-11 based on the ability to make the required Basis for <br /> General Plan Amendment; <br /> 3. Recommend that the Board of Supervisors adopt a motion of intent to approve Zone <br /> Reclassification Application No. ZR-00-4 based on the ability to make the required Bases for <br /> Zone Reclassification;and <br /> 4. Recommend that the Board of Supervisors adopt a motion of intent to approve Use Permit No. <br /> UP-00-4 with the Findings and Conditions of Approval contained in the staff report. <br /> Basis for General Plan Amendment <br /> 1. The internal consistency of the General Plan is maintained in the adoption of the amendment <br /> • This determination can be made because the proposal is consistent with the development <br /> and locational criteria relative to the Truck Terminal designation contained in Volume I of the <br /> General Plan. <br /> Bases for Zone Reclassification <br /> 1. The proposed zone district is consistent with the General Plan, any applicable Master Plan, and any <br /> applicable Specific Plan. <br /> • This determination can be made because, should the Board of Supervisors approve the <br /> proposed General Plan Amendment, the I-T zone is a consistent implementing zone for <br /> the I/T General Plan designation. There are no applicable Master or Specific Plans. <br /> 2.
