Analysis <br /> GENERAL PLAN MAP AMENDMENT <br /> The applicant is proposing to change the General Plan designation of a 40-acre parcel on French Camp <br /> Road from General Agriculture (A/G) to Truck Terminal (I/T). In order to approve a General Plan <br /> Amendment, the Planning Commission and the Board of Supervisors must determine that the.internal <br /> consistency of the General Plan is maintained in the adoption of the amendment. <br /> The General Plan Industrial Development Chapter contains the following Specific Development and <br /> Locational Criteria for Truck Terminal areas(Volume I, page IV-33): <br /> 1. Truck Terminals shall be considered for designation on the General Plan 2010 Map only when a <br /> specific development proposal has been submitted. <br /> • This request for the Truck Terminal designation is a result of a specific development proposal to <br /> establish a truck terminal facility. <br /> 2. Truck Terminals shall be outside the path of urban development for the planning period of the General <br /> Plan. <br /> The site is located in an A/G area outside the path of planned urban development. <br /> 3. Truck Terminals shall be located on a Minor Arterial or higher classification roadway and within one <br /> road mile of a freeway interchange. <br /> • The site is located on French Camp Road,which is classified as a Minor Arterial roadway. The site <br /> is located 1.15 miles from State Route 99. On May 9, 2000, the Board of Supervisors determined <br /> that a proposal for the Truck Terminal designation on a parcel located within one and one quarter <br /> miles of a freeway interchange meets the intent of this Policy. <br /> 4. Truck Terminals shall provide for acceleration and deceleration lanes or other traffic control devices <br /> determined to be necessary by Public Works. <br /> The underlying Use Permit has been conditioned consistent with this requirement. <br /> 5. Truck Terminals shall be developed so that all truck activities are conducted within the confines of the <br /> terminal property,with screening from adjacent property. <br /> The recommended Conditions of Approval include screening conditions consistent with this <br /> requirement,and the subject parcel can accommodate all truck activities on the site. <br /> 6. Truck Terminals shall provide screening, landscaping,and buffers to the road and adjacent land uses. <br /> • The recommended Conditions of Approval include conditions that require landscaping and <br /> screening between the proposed truck terminal and adjacent properties and rights-of-way. <br /> 7.
