v
Environmental Concems
The State Department of Fish and Game has reviewed the project proposal and is concerned that the
State-listed Swainson's hawk will be impacted through the loss of foraging habitat. The Department of
Fish and Game is recommending that impacts be reduced to less than significant by providing mitigation.
The applicant is responsible for coordinating mitigation measures with the Department of Fish and Game.
Applicable mitigation measures shall be in place prior to issuance of grading or building permits for this
project.
Neighborhood Opposition
The Community Development Department received one letter of opposition and one petition with 90
accompanying signatures. The neighborhood concerns focus on increased traffic on French Camp Road
and spills from hazardous waste which could be carried by the trucks. The neighbors are also concerned
about noise pollution and the loss of the agricultural nature of the community.
The Department of Public Works has conditioned the project consistent with the recommendations
contained in the traffic study. Public Works conditions include a left-hand turn lane east and west of the
truck entrance and widening and improving French Camp Road to Minor Arterial Road standards at the
project site. The applicant has stated that the trucks will be entering and exiting the proposed truck terminal
empty.
The Development Title has specific requirements regarding noise generated by truck terminal projects.
Section 9-505.6(c) requires that noise levels at the property line shall not exceed 65 dB Ldn. It should be
noted that much of the area along French Camp Road is already located in the 75 dB Ldn contour due to
existing activity in the area.
San Joaquin County GP-99-11, ZR-00-4, UP-00-4\Cabral
Community Development Page 5
