b. The driveway approach shall be improved in accordance with the requirements of San Joaquin <br /> County Standard R-17 prior to issuance of the occupancy permit. (DevelopmentTitle Section 9- <br /> 1145.5) <br /> c. A left-turn lane built to STAA requirements,east and west of the truck entrance,shall be required as <br /> part of the encroachment permit <br /> d. The frontage improvementsfor French Camp Road shall be constructed in conformancewith the <br /> standards for one-half of an 84-foot-wide right-of-way Minor Arterial Road. The construction of the <br /> frontage improvements will be deferred upon execution by the owner of a Deferred Frontage and <br /> Roadway Improvement Agreement or a Secured Deferred Frontage and Roadway Improvement <br /> Agreement with a deposit equivalent to the estimated construction costs prior to approval of the <br /> Improvement Plan. A$260.00 currently is required for processing,per DevelopmentTitle Table 9- <br /> 240.2,in addition to a copy of the Grant Deed and an estimate for the required frontage <br /> improvements. The estimate shall be prepared by a Registered Civil Engineerwith a typical section <br /> drawing on a form to be supplied by the Departmentof Public Works and submitted to Public Works <br /> for approval. As an option,Public Works will prepare the drawing and estimate for an additional fee <br /> of$115.00. (DevelopmentTitle Section 9-1150.2) <br /> e. The Traffic Impact Mitigation Fee will be required for this development. The fee is due and payable <br /> at the time of building permit application. The fee currently is$167.96 per daily trip-end generated in <br /> the Stockton area. The fee shall be automatically adjusted July 1 of each year by the Engineering <br /> Construction Cost Index as published by the Engineering News Record. (Resolution R-96-592) <br /> f. The Water Supply Facilities Impact Mitigation Fee will be required for this development. The fee is <br /> due and payable prior to the issuance of building permits. The fee currently is$171.00 per 1,000 <br /> gross square feet of building designated as Manufacturing. The fee shall be automatically increased <br /> on January 1 of each year through the year 2005 at the rate of 7.66 percent. A credit may be <br /> allowed if it can be verified that the existing developmenton this site was in operation on or after April <br /> 30, 1991. (DevelopmentTitle Section 9-818.4 and Resolution R-97-5) <br /> g. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> h. Verification shall be obtained from the Solid Waste Division(468-3066)that this development has <br /> addressed the items on the attached Waste Plan Format for Development Projects. The Final Site <br /> Plan is required upon submittal of verification. <br /> 3. PUBLIC HEALTH SERVICES (Staff Contact:Rodney Estrada,468-0331) <br /> a. The sewage disposal system shall be designed and installed under permit as detailed in the Nitrate <br /> Loading Study and under inspection by the Environmental Health Division at the time of development <br /> (DevelopmentTitle Sections 9-1110.3 and 9-1110.4). This alternative type system will be required to <br /> be permitted on an annual basis at the current rate of$225.00. The project will be required to <br /> provide one Lysi-meter next to the leach field and bi-annual sampling. The pumping of the septic <br /> tanks will be required every two years,as directed by the Nitrate Loading Study. <br /> b. State on revised site plans the maximum number of employees the sewage disposal system is being <br /> designed for and that the leach field area will be barricaded so that it cannot be driven over, parked <br /> on, or used as a storage area. This leach field area must be used for that specific purpose only and <br /> cannot contain any underground utility lines.
