The proposed use is located in an area just north of the City's sphere of influence, near lands <br /> designated for future residential development. The project proponent should be made aware of <br /> the potential for urbanization near the subject site and the likelihood of nuisance complaints by <br /> nearby residents. <br /> ?. The proposed use of the subject property as a slaughterhouse will create objectionable odors that <br /> will be carried by prevailing winds over residential areas in the existing City of Lathrop. Any <br /> environmental documentation should address these adverse impacts. The previous egg <br /> farm/chicken ranch use created such strong odors that various and frequent complaints by <br /> citizens of Lathrop were raised. Please reference comments and discussion in the FEIR for the <br /> Country Squires Subdivision (ER-89-5), including comments by San Joaquin County Public <br /> Health Services for a detailed discussion on this issue. Please note that this EIR determined <br /> that the odors could not be completely mitigated. <br /> As a result of our concerns, the City can not support this project and recommends denial. <br /> Thank you for the opportunity to respond. Please note also that this letter shall serve as a request for <br /> a copy of your environmental determination, which we understand will be available by January 26, <br /> 1995.
