INTRODUCTION <br /> Valley Ag Research has been requested by Mr. Richard Stagno and Mr. Jose Alva, Esq. to <br /> complete a Manure Management Plan (MMP) for the Stagno's Meat Company Facility located at <br /> 690 Frewert Road, Lathrop. This report complies with the requirements for a Manure <br /> Management Plan as promulgated by the San Joaquin County Environmental Health Department <br /> (PHS-EHD) and was issued under the Conditions of Approval (Item 3h). Additional information <br /> and data that pertain to this Manure Management Plan can be found in our Nitrate Loading Study <br /> for this project(NLS-07.97) dated March 1, 1998. All information contained in this report was <br /> obtained through interviews with Mr. Stagno, direct observation,the scientific literature, and <br /> chemical analyses. <br /> The subject facility was originally proposed to be an abattoir, with holding pens to stock animals <br /> before slaughtering. This proposal was accepted by the California Regional Water Quality <br /> Control Board with conditional Waste Discharge Requirements (WDRs). A facultative treatment <br /> pond was constructed for wastewater treatment before effluent was to be discharged to adjacent <br /> cropland to the south, which is owned by Mr. Stagno. The treatment pond will not be used for <br /> any purpose, but will remain as a barrier between the subject facility and residential structures <br /> adjacent to the west. <br /> Mr. Stagno now has no plans ever to develop the facility into an abattoir. This is due to the fact <br /> that he recently purchased and modernized an abattoir in Modesto, CA. It is important to <br /> recognize that the Modesto abattoir has ample holding pens whereby most of the animals to be <br /> processed are directly transported to that facility. <br /> Currently, and indefinitely, the Frewert Road facility will house animals for a short period of <br /> time which will be less than 3 days, and for most animals, less than 1.5 days. This facility will <br /> house 1.) overflow animals, 2.) animals which are transported there due to convenience, and <br /> 3.) animals to be segregated for various reasons. For example, during different festive seasons, <br /> demand for pork is above the holding capacity of the Modesto facility and therefore, a percentage <br /> of animals will be housed at the Frewert Road facility. Animals at this facility will primarily <br /> consist of small roaster(market) pigs, with a smaller number of goats, sheep and calves. Manure <br /> volume calculations are based on these animal types. The permit issued by the San Joaquin <br /> County Community Development Department-Planning Division states that the facility can <br /> house a maximum of 500 animals at any given time. <br /> The purpose of this investigation was to: <br /> ❑ Determine the volume and nutrient characteristics of the manure produced at the facility. <br /> ❑ Establish manure management procedures concerning clean-up, storage and document <br /> off-site transport. Storage area modifications, in compliance with Regional Water <br /> Quality Control Board requirements are discussed. <br /> ❑ Conduct nutrient and chemical analyses on the animal pen soils, cropland soils and <br /> domestic water supply. <br /> ❑ Discuss carcass, vector and odor controls. <br /> ❑ Demonstrate that potential on-site manure applications are within agronomically <br /> acceptable rates. <br /> ❑ Provide photographic documentation. <br /> \ Page -1- <br /> Na!!ey Ag Research <br />
