Other requirements may also apply. These requirements cannot be <br /> modified. <br /> A. The existing mobile home/office restroom facilities shall be in good repair and be made <br /> available for use by staff/personnel during hours of operation. Any repairs to the existing <br /> septic system shall be conducted under a sanitation permit and inspection by the <br /> Environmental Health Department. <br /> B. If the composting facility exceeds the proposed temporary 3-year operation, the <br /> Environmental Health Department shall require a soil suitability/nitrate loading study <br /> incorporating proposed staff and customer use, indicating that the area is suitable for septic <br /> tank usage. This must be performed prior to Improvement Plan approval (San Joaquin <br /> County Development Title, Section 9-1105.2(d)). A nitrate loading study is required, and a <br /> review fee of$465.00 must be paid at time of submittal to the Environmental Health <br /> Department. <br /> The sewage disposal system shall comply with the on site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of <br /> septic tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal <br /> system is required for each parcel. A permit fee of$93.00 per percolation hole is required. <br /> C. If the composting facility exceeds the proposed temporary 3-year operation, then the existing <br /> private water wells shall be tested for the chemical Dibromochloropropane (DBCP) and <br /> nitrates prior to Improvement Plan approval. Samples are to be taken and analyzed by a <br /> State-approved laboratory (San Joaquin County Development Title, Section 9-1115.7). <br /> D. Applicant shall make notification to the Environmental Health Department to conduct <br /> composting operations and make application for Notification Tier Permit within 60 days of <br /> operation. A fee of$372.00 due at time of application. <br /> NOTE: <br /> Any additional expansion of this composting operation will require additional permits <br /> concerning a full tier composting material handling facility permit (CMHFP). <br />
