Make an application for a full Solid Waste Facility Permit (SWFP) per Title 27, <br /> commencing with section 21450. <br /> 2. Contact the Regional Water Quality Control Board (RWQCB) to discuss the proposed <br /> changes to the site. Submit existing approvals or requirements by the RWQCB with the <br /> SWFP application. <br /> 3. Include the "draft ATC"with SWFP application. <br /> 4. Submit a Report of Composting Site Information (RCSI) per Title 14 Section 17863. <br /> 5. The section titled "Incoming material-Feedstock Processing Area" states that non- <br /> compostable materials are separated and placed in a covered dumpster. Indicate the <br /> different types of non-compostable materials and the different dumpsters they will be <br /> placed in (i.e. regular trash, treated wood waste, hazardous materials, etc.). List at least <br /> one landfill the material will be taken to for disposal. State in the RCSI that daily <br /> temperature readings will be taken from the feedstock and ground material. <br /> 6. The section titled "Composting material-Windrow area" does not state the vector control <br /> methods that will be utilized. List these methods. Explain in the RCSI how the windrows <br /> will undergo pathogen reduction (state the minimum temperatures, turnings, and time). <br /> Throughout the Project Description, the word "regime" is used. Revise the word to <br /> "regimen." Describe the water regimen (what it is, the process, source of the water, etc.) <br /> in the RCSI. <br /> 7. For the section titled "Fire Protection," contact the Lathrop/Manteca Rural Fire Department <br /> for the review of onsite water source/storage. The fire department needs to determine if <br /> water volume is adequate for the site. <br /> 8. For the section titled "Site Improvements," the onsite traffic patterns are a concern. The <br /> proposed project indicates that there will be 50 to 75 trucks that may enter the facility. <br /> Frewert Road is a narrow two lane road. The area for onsite queuing is limited. Please <br /> provide details on vehicle queuing. <br /> The initial study included an Odor Impact Minimization Plan (OIMP). The EHD has the following <br /> comments: <br /> 1. The Odor Monitoring Protocol section states that"...the site operator, or designated <br /> employee, will investigate to determine if there is any off-site odor by walking the <br /> perimeter of the property." Indicate what time of day the perimeter will be walked. <br />
