The"Meteorological Conditions"section states that"windrow turning and moisture content and odor will be <br /> evaluated when winds are over 25 mph and suspended if odor is identified at the near the property line."Revise <br /> the statement to state"...at or near the property line." Also indicate how odor will be addressed when windrow <br /> turning has been stopped due to winds above 25 mph. <br /> 4. The"Operating Procedures to Minimize Odors"section states that in the event of equipment failure or if there <br /> are long interruptions in utility service preventing access to the well water, substitute equipment or additional <br /> water will be brought to the site. A list of suppliers for the equipment and sources of water that willl be utilized <br /> during these periods.This can be explained in the RCSI. <br /> 5. The"Incoming Material-Feedstock Processing Area"section does not state that daily temperature readings will <br /> be taken from the feedstock and ground material. This must be explained in the RCSI. <br /> 6. The Windrow Composting section states that"The water regime required by the air district provides further <br /> insurance that the moisture level is maintained at an adequate level." Revise the word"regime"to"regimen." <br /> The water regimen(what it is, the process, source of the water,etc.)must be described in the RCSI. <br /> 7. The Windrow Composting section states that"during high wind conditions(over 25 mph),the windrow turning <br /> will temporarily cease. State that the windrow turning will temporarily cease if odor is identified at or near the <br /> property line.
